World Vision Timor Leste, a non-profit Christian Humanitarian Organization, committed to working with the poor and vulnerable, is seeking qualified national staff to fill the following vacant position in Dili as:

People and Culture Business Partner Team Lead (1 Position)

In its ministry, WV uses Development Program Approach (DPA) which empowers communities and local stakeholders to work together towards child wellbeing, building the local leadership and ownership essential for sustainability. The DPA aims to improve understanding of local community dynamics, identifying existing development initiatives and development groups, and determining how WV can provide support to these processes.

In its Country Strategy for FY16-19, WV PTL-Timor Leste is committed to pursue the following ministry strategic objectives:

  • Enhance community resilience & Livelihood (economic development)


Support, advise and facilitate People & Culture services and organizational development interventions in the country office to enhance organizational performance and individual effectiveness in achieving the overall mission and goals of World Vision Pacific Timor Leste Country Offices (CO). Ensure aligning of CO P & C processes, systems, policies and procedures with National Office strategy and structure to increase productivity and delivery of services to the poor.






Strategy Management

  1. Contribute to the development of country People & Culture priorities and Business Plan in support of and in alignment with Country Strategy and PTL People & Culture Business Plan Collaborate with other NO/sub-regional functions to ensure that People & Culture priorities and standards are adequately and appropriately integrated within relevant CO secondary strategies and priorities in alignment with the regional strategy.

  2. Support the CO in developing effective People & Culture strategies and plans appropriate to their context in alignment with the sub regional, regional and global People & Culture strategies and priorities.

  3. Assist the Deputy Country Director & Country Director in creating an effective organizational structure that will support the overall program strategies of the Timor Leste program.Support and collaborate with line managers to lead and facilitate the process of performance management

  4. Contribute to organization wide communication and change management processes to support implementation of CO P & C strategy as part of broader NO sub-regional strategy communication and change management plan.


Knowledge and Team Management

  1. Facilitate mutual learning between COs within the Pacific Timor Leste (PTL) Office by disseminating best practices in People & Culture.

  2. Contribute to establishment and use of data bases and e-resources including sub regional good practices relating to People & Culture as part of wider knowledge management strategy

  3. Participate and actively contribute as a member of People & Culture Community of practice (CoP).

  4. Manage CO P&C Teams, ensuring delivery of P&C products and services to different stakeholders.

  5. Use appropriate leadership styles to support individuals and teams in setting goals, measuring performance, developing capacity and recognizing results via provision of line management and support to P&C team.




Quality Assurance

  1. Ensure alignment of CO P & C practices, policies and procedures to WVI P & C Philosophy, practices, procedures and policies;

  2. Advise and support compliance of Local Labor and Tax laws and practices ensuring that CO meet minimum Labor Law and Taxation law standards;

  3. Awareness and promotion of key WV CO P & C policies on child abuse, conflict of interest, sexual harassment etc

  4. Ensure compliance to P&C Internal Control and audit standards

  5. Contribute actively in overall funding growth by providing a manpower planning and its execution.

  6. Actively contribute and supporting the operations and other departments by ensuring a timely recruitment, employee orientation and supporting in compliance of the existing country labor law and other procedures and standards.

  7. Ensure the salary structure, benefits and other related policies are standardized and are up-to-date.

  8. Assist and leading any employment relations issues, representing WVTL mediation and conciliation at the government and the court when ever needed.


Technical Support

  1. Provide technical assistance in organization analysis, planning, design & capacity building, reward management, performance management, employee engagement, training and policy review;

  2. Contribute to the development of policies, guidelines and standards relating to P&C and assist in contextualizing and mainstreaming it within the CO.

  3. Collaborate closely with NO/sub-regional P & C team to ensure optimal integration of P & C strategy, plan and implementation at the NO level.

  4. Promote coaching and mentoring relationships between P & C personnel based in CO.


Capacity Building and Staff Development

  1. Initiate and Lead the Talent Management process and its planning for ensuring the future leaders of WVTL and PTL.

  2. Contribute to the assessment, development and implementation of an integrated capacity building plan based on country priorities and strategy

  3. Share / facilitate access to P & C training resources and support training opportunities for national offices. These may include developing or conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring

  4. Advise country office on core competencies and capacity requirement at country level.

  5. Design a development plan for the office based on a culture of coaching and mentoring.

  6. Design and conduct in-house training programs as per the Individual Development Needs.




National/Regional Coordination

  1. Support country and Sub-Regional P & C initiatives.

  2. Collaborate with the P&C team of NO/Region in guiding and monitoring the implementation of P & C initiatives in CO/NO.

  3. Facilitate consultative meetings and group processes during negotiation and conflict when necessary.


Internal and External Relationship Management

  1. Establish networks and alliances with external partners (P & C consulting firms, educational institutions, professional associations, International Organizations, Lawyers, NGOs, etc) for the purpose of branding and enhancing P & C practices in Timor Leste.

  2. Represent WV in P&C related matters to other NGOs and branches of the Government bodies. Develop linkages with like organizations to share access to resources and to keep in tune with changes in HR environment, responsibilities and best practices.

  3. Participate and actively contribute in the PTL P&C meetings, working Groups and networks related to P & C as deemed necessary by sub regional leadership

  4. Collaborate with other departments, sectors and themes and other functions to ensure complementarities and effective integration within wider ministry of Timor Leste.

Knowledge, Skills, Abilities:

(The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.)


Bachelor’s Degree or equivalent


Master degree in Human Resource Management, Psychology, Org. Leadership or Org. Development or any relevant field


Knowledge & Skills

P & C Professional certification


A thorough understanding of all areas in Human resource Management and integration of each of this function.


Understand WV governance structure


Knowledge of WVI Partnership P & C minimum standards and practices


Excellent oral and written English communication skills


Strong strategic thinking, organizational, facilitation, consultancy, change management and leadership skills


Demonstrated collaboration & team building skills


Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint



Minimum of at least 5 years’ experience in all areas of P & C management and staff development;


Direct experience in facilitating organizational change and P & C interventions


At least two years P & C work experience in country office


Direct experience in working with multicultural teams


Proven ability to develop people in a cross-cultural setting


Work Environment

Travel at least 25% per month

This role involves the coordination with geographically dispersed P & C teams located in country offices.
