World Vision Timor Leste, a non-profit Christian Humanitarian Organisation, committed to working with the poor and vulnerable, is seeking qualified national staff to fill the following vacant positions based in Baucau, Covalima and Bobonaro:
Project Facilitators (6 Positions): Covalima (2), Baucau (2) and Bobonaro (2)
WORK CONTEXT / BACKGROUND:

World Vision Timor Leste (WVTL) began its first project in 1995 and opened its Dili office in 1999 as a prominent agency in the emergency relief effort to rebuild Timor Leste. Today, WVTL has offices in four districts: Dili, Aileu, Baucau and Bobonaro. WVTL staffs are dedicated to achieving three goals:
Health - promoting health, nutrition and access to clean water for mothers and children in target communities
Education - improving holistic education of children within target communities
Community Economic Development – developing economically sustainable and resilient households.
PURPOSE OF POSITION:
The purpose of the Project Facilitator position is to ensure that the project is implemented, monitored and evaluated effectively and technically sound, based on the project design and budget.
ROLE DIMENSION / DESCRIPTION
End Results Expected
A. Project Implementation
Project DIP and budget are developed on time
# training conducted to community groups (e.g farmer groups, women groups, water user groups)
Activity accomplishment rate within the respective portfolio.
No delay in project implementation more than 30 days
Work plans submitted monthly by the 25th for the previous month.
B. Building Relationships
Active participation of the stakeholders groups evidenced by contribution in resources (cash or in kind) in the project implementation and monitoring
C. Technical Quality Assurance
Minimum technical risk faced by the project
The community confirm the effectiveness of technical intervention of the project
D. Program Design, Monitoring and Evaluation (DME)
Supervisors are satisfied with accuracy and timeliness of data collected.
Quality and timely SAR and AR
Monthly Management Report submitted on time
E. General Responsibilities
% of participation in the chapel/devosion
Successful donors/sponsors visit
Knowledge, Skills, Abilities:
(The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.)
University degree in a relevant technical field Health, Agriculture and Development
Knowledge & Skills
Good presentation and communication skills for a number of different audiences
Proven time management and organizational skills
Literacy in Microsoft Word and Excel
Fluent in Indonesian and Tetun, and preferably in the local dialect in area where you are serving
English language skills (can read, write and understand English)
Ability to ride a motorbike and have the license or willingness to learn this
A minimum of two years of appropriate professional experience in Health, Agriculture and Development Area.
Experience facilitating development projects and/or working with community members.
Proven leadership ability and experience as a team player
Be willing to work in a team environment, collaborate with staff in other district offices, and travel and stay overnight at project sites (about 75% of the time).
