World Vision Programme Overview

World Vision is a Christian humanitarian organization dedicated to working with children, families and communities to overcome poverty and injustice through sustainable development, emergency relief and raising public awareness. The heart of World Vision's work is in helping communities build stronger and healthier relationships. World Vision helps communities help themselves. World Vision focuses on children because they are the best indicator of a community's social health.

Timor-Leste is a small and newly established country of estimated population of 1.12mill in 2010. Timor Leste is currently the country with the lowest Human Development Index (HDI) in Asia, ranked at 162 out of 180 countries worldwide. Over 40% of people live in income poverty (less than $0.55 per person per day).

Mother and Child Health issue has been and is still the priority in Timor Leste. Out of every 1,000 live births, 47 infants die before their first birthday and a further 55 die before there their fifth birthday. Maternal mortality is reported at 380 of 100, 000 where only 18% of births are attended by skilled health personal.

Malnutrition, resulting from high levels of food security, is also a significant problem in Timor Leste. 46% of children under five are underweight (indicating both high acute and chronic malnutrition), 47% are stunted (indicating chronic malnutrition) and 12% are wasted (indicating high acute malnutrition), which are amongst the highest rates in Asia and the Pacific.

Access to safe water and sanitation facilities as a contributing factor of malnutrition is very poor. Only 62% of the population use improved water sources and only 36% of the population use adequate sanitation facilities. It is likely that this will remain a key intervention focus across the nation for years to come. Education standards are alarmingly low. 49.9% of the adult population is illiterate; Only around 2% of children U5 attend any type of pre-school and playschool prior to entering primary school.

Timor Leste is 97% Catholic. There has been religious tension and at times violence between Catholics and Protestants including the burning down of Protestant churches. Religious freedom for Protestants is at times compromised.

World Vision TL is now part of the Pacific Timor Leste blended office with the National Office based in Brisbane to support the four country offices of Timor Leste, Papua New Guinea, Solomon Islands and Vanuatu.

Purpose of the Position:

The Programs Manager will support Operations and Grants Manager in the following :

  • Back-stopping support to National AM and the PMT

  • Coordinating with AMs in identification and matching of the needs of programs/projects to different donor strategies and potential funding sources

  • Coordinating the mobilisation of resources entrusted to WVTL in order to ensure the effectiveness and efficiency of resource utilisation.

  • Support P&C on capacity development plan for the Project Coordinators

  • Developing strategic partnership with governments, churches and NGOs

ROLE DIMENSION / DESCRIPTION

Back-stopping support to National AM and the PMT:

  • Ensure that all programs and projects in the assigned Area comply with World Visions standards.

  • Support Project, Program and DM&E Teams in various phases of project life span of assessment, (re)-design, implementation, monitoring and evaluation.

  • Backstop for all project reports for donors and ensure high quality, timeliness and fulfilment of donor requirements.

  • Work with the Area Finance Officer, Administration Officer and other departments to build a strong internal control environment, ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability.

  • Coordinate planning processes and ensure integration of WVI policies and LEAP, etc.

Coordinating AMs in identification and matching of the needs of programs/projects to different donor strategies and potential funding sources

  • Contribute to decision making regarding pursuing funding opportunities, strategic decisions around funding growth, development of sectoral strategies and relationships.

  • Facilitate AMs to develop innovate programs, approaches and document them

  • Developing the knowledge management to facilitate staff access and use knowledge from WV Timor Lestes and PTLs programs

  • Participate as needed in finance meetings for grants and work closely with the Finance Department to ensure that projects are fully resourced

Coordinating the mobilisation of resources entrusted to WVTL in order to ensure the effectiveness and efficiency of resource utilisation.

:

  • Support Operations and Grants Manager in WVTL strategic planning process and implementation of the Country Strategy.

  • Support the assigned Area in preparing reports for annual program and budget planning and mid-year program and budget review.

  • Review all project reports for donors and ensure high quality, timeliness and fulfilment of donor requirements.

  • Support area managers to understand all financial systems and donor regulations

  • Monitor all funding commitments, spending against budget and financial reporting on all projects and take proper action

  • Follow up procurement process and take action on any delays.

Support in Capacity Development of Project Coordinators :

Develop the Capacity Building Plan for National Project Coordinators in accordance with Technical specialist plan for ensuring ministry quality

Through coordination with P&C Dept, lead the implementation of Capacity Building Plan for National Project Coordinators through structured trainings, coaching and mentoring

  • Model a high standard of personal Christian leadership, maturity and integrity as an example to staff and others, nurturing staff spirituality.

Developing strategic partnership with governments, churches, private sectors and NGOs:

  • Develop and maintain good relations with government agencies relevant to project implementation at national level.

  • Actively seek partnerships with any of them to ensure community and program sustainability. Actively network, coordinate and, as appropriate, collaborate with local NGOs, INGOs and private sectors.

  • Participate in inter-NGO networks and other meetings as assigned by Operations and Grants Manager.

  • Support faith and development lead to develop partnership with churches for strengthening program implementation such Channel of Hope.
