PURPOSE OF POSITION
World Vision is seeking a Protection and Education Sector Specialist for the Syria Cross-Border Response, based in Turkey, to manage the technical quality and advise on the implementation and coordination of WV’s Protection and Education programs including: planning, documentation, monitoring, evaluation, research, and capacity building.
Conduct ongoing situation analysis on Protection and Education needs to inform a dynamic strategy for the response.
Develop a strategic framework for WVI’s education programme in NW Syria and provide technical assistance to roll it out.
Consolidate WVI’s ongoing protection activities into a strategic framework and to provide the technical assistance to achieve the projects outcomes.
Provide analysis on strategic issues on a regular basis.
Regularly provide report on Protection and Education strategy implementation.
Assessment, Monitoring and Evaluation
Conduct ongoing situation analysis in Protection and Education sectors.
Develop ToRs for assessment, monitoring and evaluation in coordination with Monitoring and Evaluation team.
Develop tools for assessment, monitoring and evaluation in coordination with MEAL team.
Develop and roll out technical monitoring component to ensure Protection and Education projects implemented by WV staff and partners are implemented as per existing sector standards.
Project Design/Grants Acquisition
Participate in developing project proposals that include Protection and Education sectors.
Develop innovative Protection and Education concepts and modalities based on international best practice.
Present Protection and Education concepts and modalities to Programs and Operations staff to ensure broader buy-in and implementation.
Ensure Protection mainstreaming into project design and implementation.
Promote and support the integration of protection considerations into traditional assistance sectors.
Regularly consolidate information on activities and achievements in Protection and Education.
Develop regular Protection and Education sector briefs and overviews.
Work with Communications on developing success stories and other communication materials.
Strengthen technical capacity of staff and partners, through capacity building needs assessment, providing training and (in coord. with Partner Capacity Building Coordinator and Project Managers) attracting external capacity building opportunities.
Ensure that Protection and Education staff in the field are aware of existing sector standards.
Ensure coordination of Protection and Education activities with other actors (NGOs, authorities, etc.).
Represent WV in all UN cluster and sub-cluster related meetings and relevant local authorities meetings, ensuring proper coordination, participation in joint initiatives, dissemination of information about WV activities and beneficiaries’ needs and establishing a well-coordinated protection network.
Develop and maintain close relationships with relevant stakeholders, establishing WV as a key actor of Education and Protection interventions in Northern Syria.

Minimum education, training and experience requirements to qualify for the position:
Critical Knowledge, Skills and Abilities
Excellent English communication skills (oral and written)
Knowledge of Arabic and Turkish an advantage
Ability to travel regularly for training, assessment, regular monitoring and evaluation
A high level of diplomacy and networking skills is required.
Understanding of international protection and education standards, including SPHERE, emergency management, security awareness etc.
Strong capacity building and facilitation skills
Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
Ability to manage work life and work without supervision
Ability to work in and contribute to team building environment

EDUCATION AND EXPERIENCE
Essential: Senior University graduate in Education, Psychology, Social Sciences or other relevant degree.
Essential: The candidate must have one of the following demonstrated technical expertise:
Experience in the Education Sector with a focus on out of school children, curriculum extension and learner focused learning. Or
Experience in psycho social support to youth and children, child protection case management, GBV case management and strengthening of protection protocols.
Essential: 3 years of experience in a developing country in managing Disaster Response and Preparedness programs in public health involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring.
Essential: 3 year experience in Education or the Protection sector.
Excellent analytical/problem-solving skills and detail-orientation
Excellent English communication skills (oral and written)
Proven organizational skills and time management
Excellent computer skills, familiarity with MS Word, Lotus Notes, MS Excel and Power Point would be an added advantage
Efficient in written and verbal communication in English Arabic/Turkish preferred.
