*Position contingent upon receipt of registration.
Purpose of Position:
The purpose of this position is to lead the Turkey Team which oversees the relationship with the Government of Turkey, and leads WV’s partnerships and activities inside Turkey: providing direction, oversight and coordination to ensure that all programs are implemented to achieve desired results while adhering to humanitarian standards processes and budgets.
High level leadership and management
Serve as the senior staff member in-country for World Vision in Turkey: RM/RD level signing authority, approve visits, lead strategic processes, overall financial/budget accountability, etc.
Direct and supervise support functions present in Turkey, to ensure adequate programmatic and operations support to NW Syria and Turkey programmes. Coordinate with support function hubs/hub leads.
Coordinate with the NW Syria Area Manager, Syria Head of Operations, and Syria Response Manager on matters of shared interest, particularly around security, the legality of transborder shipment, procurements in and for Syria managed from Turkey, and other as relevant.
Maintain a high level of contextual understanding, and advise the Response Director, MEERO, and other Partnership entities in this regard as needed.
Maintain the smooth operation of the office in Turkey, ensure team cohesion, morale.
Represent World Vision to external parties in Turkey, including the Government of Turkey at all levels and members of the interagency aid community in Turkey. Work closely with the NW Syria Area Manager, Syria Head of Operations, and Syria Response Manager related to interagency meetings related to North West Syria.
High level donor engagement, including coordination with other WV/Turkey and WoS entities as relevant and needed, in close coordination with the NW Syria Area Manager, Syria Head of Operations, and Syria Response Manager.
Coordination with the UN System and INGO community at the head of agency/head of mission level.
Speak for World Vision as appropriate to external stakeholders.
Engage the host government to ensure compliance with applicable laws, requirements, and processes. Reporting, registration process.
Where necessary, directly engage WVI senior legal counsel, local legal counsel, and other Partnership entities around legally mandated reporting, processes, etc.
Oversee Relief Programming in Turkey
Manage the relief portfolio implemented inside Turkey in the role of RM.
Ensure operations and programmes function smoothly.
Engage the WV Partnership – SOs, GC, etc. – regarding programmes in Turkey.
Support acquisition of new funding for relief programming in Turkey.
Lead strategic and budgeting processes.
KNOWLEDGE, SKILLS & ABILITIES:
Masters level or related qualification preferred in Social Science or related fields. Experience in managing diverse program funds.
Experience in leading diverse teams in complex environments.
Experience in establishing good relationships with other stakeholders.
Good written and verbal communication skills.
Proven ability to prioritize work set objectives and meet project budget and timelines.
Experience in managing Emergency ResponsE
5 years relief experience.
License in humanities
Proficiency in written and oral English, Arabic is useful.
