Portfolio Manager

International Role - No - Only National applicants will be considered.

Turkish Nationals Only. World Vision is seeking a Portfolio Manager to provide leadership in projects development, planning, implementation and monitoring in Syria based from Turkey. The Portfolio Manager is expected to provide day-to-day projects management to achieve high quality results in accordance with humanitarian principles, standards, donor regulations, and project objectives and activity plans. The Portfolio Manager will provide overall leadership to cross-border staff and ensure high quality performance of project implementation, including programmatic achievements, timeliness, and financial performance.


Major Activities


  • Provide overall leadership and supervision of teams assigned under portfolio;

  • Ensure that portfolio has sectorial alignment as per organizational strategy where possible;

  • Ensure that assigned projects are properly planned and implemented to meet agreed upon result, timeline and budget indicators;

  • Ensure that assigned projects are adequately resourced and staffed to facilitate effective implementation;

  • Facilitate reporting on progress of portfolio implementation;

  • Analyze effectiveness and efficiency of portfolio implementation and introduce corrective measures where needed.


  • Determine staffing requirements and facilitate hiring and orientation;

  • Facilitate staff training and development;

  • Set objectives for staff, monitor their performance and provide feedback;

  • In collaboration with Area Manager and Partner Capacity Building Coordinator identify areas for staff/partner development;

  • Ensure staff wellbeing;

  • Engage with partners in a constructive manner to facilitate effective partnership on projects under portfolio.


  • Identify challenges emerging in coordination with other functions (Finance, Procurement, Admin and Security) and partners and introduce corrective measures where appropriate (focus on constructive problem solving);

  • Coordinate interventions with other agencies, working groups and clusters.

  • Conduct regular meetings with North West Syria based and Turkey based staff under portfolio and support functions;

  • Participate in external coordination meetings (clusters, WGs).


Minimum education, training and experience requirements to qualify for the position:

  • Bachelor or Post Graduate University degree in International Development or other related majors.

  • Experience in designing and implementing projects.

  • Experience in budget management program modalities.

  • Experience in any of the following sectors: Health, WASH, Protection, NFI.

Preferred Skills, Knowledge and Experience:

  • A minimum of 4 years humanitarian experience.

  • Comprehensive knowledge of International Human Rights Law, International Humanitarian Law, Refugee Law, the relevant positions of the UN, ICRC and major NGOs on protection of civilians in particular of IDPs, women and children, the codes of conduct, the Humanitarian Charter, The Sphere Project, etc.

  • Proven experience in training, including development of training materials.

  • Essential: Strong English and Turkish communication skills (oral and written)

  • Desirable: Good working knowledge of Arabic (oral and written)

  • Cultural sensitivity and adaptability

  • Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.

  • Excellent networking skills.

  • High degree of negotiation and persuasion skills.

  • Ability to work with a reasonably level of comfort in high tension and high security risk situations.

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships.

  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies.

  • Understands work from a process point of view and uses measurement and accountability systems effectively.

  • Demonstrates openness and transparency.

  • Ability and willingness to travel domestically and internationally up to 20% of the time.
