Senior Program Officer, Syria Response

Job Description

PURPOSE OF POSITION:

World Vision is seeking a Senior Program Officer to provide leadership in the development, planning, management and monitoring of the World Vision program in Syria through the design documentation, reporting and coordination of the program activities for the response.

KEY RESPONSIBILITIES:

  • Lead the Programs department, responsible for grant acquisition, design monitoring and evaluation, accountability and information management.

  • Lead the development and implementation of the response office Grant Acquisition Management (GAM) strategy.

  • Lead growth and diversification of funding based on response office strategy by developing and reviewing concept papers and proposals for various projects and programs for funding in order to achieve WVT/NS short-term and long-term goals.

  • Lead the development of concept notes, grant proposals, budgets, reports and other design documents for World Vision’s partnership and major donors, in coordination with technical specialists, finance, procurement, grant managers and Support Office (SO) staff.

  • Coordinate actual project design, implementation, and evaluation in collaboration with the sector heads.

  • Streamline programs processes to ensure timely and quality preparation of grant proposals, donor reports and other reporting requirements.

  • Lead the office in maintaining donor engagement by developing and maintaining effective relationships with donors and support offices to establish partnerships, and market Syria and seek additional funding opportunities.

  • Provide technical support and leadership in strategy formulation, implementation plan, execution and monitoring to ensure alignment with the regional response strategy.

  • In coordination with the Operations, Procurement and Finance teams, and Response Manager, develop and implement a partnering strategy that will shift World Vision from direct implementers to an organization capable of working through and with partners.

  • Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.

  • Provide grant and program related updates to Senior Management, key WV support offices and the regional office (Regional Coordinator, HEA) with regard to grants and PNS as well as strategic opportunities for the response.

  • Ensure DME and Accountability processes are followed. Ensure sector leads receive quality DME documents (logframes, M&E plans, feedback mechanisms, work plan & budgets, etc.), through the support of the MEA team.

  • Incorporation of internal and international humanitarian standards (Sphere, HAP, HAF) into all project designs and implementation.

  • Lead process of preparation of monthly, annual and end-of-project narrative reports as required and per donor guidelines and overall program reporting as per internal requirements.

  • Support the Response Manager with strategic analysis of implementation capacity and resource utilization. Maintain funding grid and help to facilitate sector planning processes.

  • Ensure all project managers have adequate knowledge of all proposals and their current status.

  • Facilitate capacity building to program team members by searching for and supporting capacity building initiatives.

  • Facilitate close communication and collaboration with all counterparts on grant and program related issues and ensure WV is represented at coordination and working group meetings.

  • Provide effective leadership, management and support to Program Development team.

KNOWLEDGE, SKILLS & ABILITIES:

  • Must have a degree or equivalent in relevant fields of study such as International Development, Political Science/International Relations, Economics, Sociology, or other related field.

  • 3 years experience in emergency response programming.

  • Proven track record for multi-sector programming experience.

  • Experience coordination with INGO’s and other key stakeholders.

  • High degree of negotiation and persuasion skills.

  • Ability to travel internationally as needed.

  • Ability to work with a reasonably level of comfort in high tension and high security risk situations.

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships.

  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies.

  • Understands work from a process point of view and uses measurement and accountability systems effectively.

  • Excellent time-management and prioritization.

  • Demonstrates openness and transparency.

  • Working Knowledge in English.

Preferred:

  • Knowledge of budget requirements and regulations of major donors including the OFDA, CIDA, ECHO, AusAID, DFID and UN agencies Familiarity with humanitarian codes, principles and practice.
