North Syria Area Manager

World Vision is seeking an experienced North Syria Area Manager to play an integral role in the implementation of World Vision’s response in North Syria. S/he will be the senior-most WV staff member based in Turkey responsible for WV’s work in North Syria, and will report directly to WV’s Syria Operations Manager based in WV’s Syria Office, currently situated in Jordan. S/he is an innovative leader with the capacity to oversee, direct, strategise, plan and implement a multi-sector response in North Syria – including health, WASH, protection, livelihood and food sectors, both through direct implementing modalities, and with partners.


Strategy and Vision:

  • Working directly to the Syria Operations Manager, and in close coordination with members of the Senior Management Team, support North Syria strategic planning, and ensuring alignment with Syria-wide strategic objectives.

  • With the support of the Syria Operations Manager and Syria Programme Manager, work closely with North Syria-level programme staff to ensure that concept papers and project proposals are prepared in line with field-level and donor priorities and realities.

  • Strategically position World Vision for new opportunities in North Syria.

  • Advocacy and communications: support targeted messaging and products for North Syria.

Programme Operations and Management:

  • Under the direction of the Syria Operations Manager, lead programme planning processes for North Syria, ensuring that all projects have a clear and achievable design, risk management systems (in line with Syria-level systems and processes), and that innovation is integrated where appropriate.

  • Lead, supervise and manage WV North Syria staff (both programmes and operations) to deliver quality programming within the scope of a large, risk-sensitive operational area in North Syria.

  • Work closely with the Syria Operations Manager to streamline, as necessary, the operational structure of WV’s North Syria programme to maximise efficiency and effectiveness, manage risk and ensure alignment with WV’s other Syria programming bases.

  • Ensure that sound multi-departmental planning processes are in place, with high performing teams supported by strong performance management systems that support results-oriented quality programme implementation.

  • Work with WV’s PDQA Director, Syria Programme Manager, Syria Operations Manager and other Area Managers to ensure strong and streamlined Syria-wide M&E systems and processes are in place, including the design/ roll out of innovative technical approaches including remote management technologies.

Risk Management, including Due Diligence and Compliance:

  • Monitor programme compliance in North Syria by maintaining close oversight of expenditure, procurement and other operational aspects of the programme – in close coordination with support services Directors and staff (P&C, Finance, Supply Chain & ICT).

  • Ensure the North Syria programme adheres to WV’s Syria Remote Management Standard Operating Procedures and global-level policies, and monitor programme compliance by maintaining close oversight of expenditure, procurement and other operational aspects of the programme.

  • Immediately escalate (perceived or proven) instances of fraud, waste, abuse and diversion to the Syria Operations Manager, relevant WV Departments and donors – in line with WV reporting procedures.


  • Work closely with WV’s Syria Response Security Director and North Syria security staff to support safety and security management for WV’s North Syria operations, including implementation with partners.

  • Ensure that security plans and documentation are in place and integrated into project implementation, and that any concerns related to the safety or security of WV staff, partner staff, or affiliate staff or assets are raised to the Syria Operations Manager and Syria Security Director in a timely manner.

Team Management:

  • Serve as a member of WV’s Syria Senior Management Team consisting of the Syria Response Manager (‘Syria Country Director’), Syria Operations Manager, Syria Programme Manager, Syria Grants and Compliance Manager, South Syria Area Manager and Central Syria Area Manager.

  • Participate in the recruitment, selection, orientation and training of programme and operations staff based out of WV’s North Syria Operational base – in close coordination with WV’s Syria P&C (HR) Director.

  • Ensure adequate training and staff development and performance plans are in place for direct reports and the broader North Syria Operational base while remaining attentive to individual career paths and internal promotion. Provide regular informal on-the-job mentoring to staff.

  • Collaborate with P&C to ensure sound performance management and field access to high quality learning opportunities, with a special emphasis on national staff development.


  • Develop and nurture internal and external relationships and networks to ensure optimum communication and programme success for WV’s North Syria Operational Base.

  • Proactively participate in relevant external formal and informal coordination/ cluster meetings, and participate in Syria-level coordination mechanisms as requested by the Syria Operations Manager.

  • Maintain a strong network of NGO and UN agencies, international and local civil society leaders, government officials and donors.

  • Work closely with the Syria Response Manager, Turkey Response Manager and other senior staff to ensure that healthy relationships with relevant Turkish and Syrian authorities, government representatives and national partners are built/ maintained.

Reporting Relationships:

  • Lead and manage WV’s North Syria Operational Base (both programmes and operations), under the supervision and guidance of the Syria.Operations Manager and as part of the Syria Senior Management Team.


  • Higher degree in International Development or other relevant area.

  • 5+ years proven experience with International NGOs, donor or UN agencies in emergency relief/ development programming and operations.

  • Fluent in English (written and oral).


  • Experience and understanding of World Vision.

  • Knowledge of computer software such as MS Office and email programmes.

  • Concrete practical hands on experience in remote management aid delivery contexts.

  • Strong knowledge of key sectoral areas, including programmatic approaches to health and protection programming.

  • Experienced and confident in external representation with donors and within formal and informal coordination structures, including within the Whole of Syria coordination structure.

  • Highly developed communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.

  • Demonstrated success as a collaborator and team builder committed to the transfer of knowledge.

  • Experience designing and implementing cross-border programmes in North Syria, through partners, highly preferred.

  • Basic understanding of Arabic.

Work Environment/Travel:

  • Position requires willingness and ability to continue to function in unpredictable and potentially hostile environments.

  • Irregular travel anticipated.
