Monitoring and Accountability Officer - Istanbul

Job Description

PURPOSE OF THE POSITION

The Monitoring and Accountability (M&A) Officers for the World Vision Syria Response – Turkey Office will be responsible for field-level monitoring of the implementation of a Protection project for Syrian refugees in Turkey funded by the European Union´s Directorate-General for Humanitarian Assistance and Civil Protection (ECHO), as well as supporting accountability processes for this project. The M&A Officers will monitor the implementation of activities implemented by the International Middle East Peace Research Institute (IMPR Humanitarian) respectively the International Blue Crescent (IBC) in Istanbul, Bursa, Ankara, and Konya. This includes responsibility for managing the project´s beneficiary database in cooperation with the partners as well as database analysis and development of related information products; field visits to observe activities as well as engage with beneficiaries, partner staff and stakeholders; development of data collection tools, training enumerators, supervising data collection, data cleaning and analysis, presentation of findings for baseline, post-distribution and post-implementation surveys; data quality audits; capacity building of partners´ Monitoring, Evaluation, Accountability and Learning (MEAL) staff; support to the implementation of WV`s and the partners´ feedback and complaints mechanisms.

MAJOR RESPONSIBILITIES

ROLE DIMENSION / DESCRIPTION

  • Assist in the development and implementation of the M&E and accountability systems for the project in cooperation with the implementing partners in order to ensure program quality, monitoring progress and achievements, accountability to beneficiaries

  • Develop primary data collection tools and databases

  • Manage the project databases, including updating and cleaning, in cooperation with partners and perform monthly database analyses in support of monthly reporting as well as monitoring and analysis of vulnerabilities

  • Regular compliance monitoring (including verification of contractors’ work, trainings, distributions, service provision, beneficiaries´ selection, and data) according to agreed systems, procedures and standards

  • Regular field visits to monitor implementation of activities through engaging with beneficiaries, partner staff and stakeholders, including through observation of and participation in activities, home visits and phone calls to beneficiaries, random checks of distributions, Help Desk activities etc.

  • Spot checks on documentation, data quality audit

  • Follow-up visits with beneficiaries (via home visits, phone calls, etc.) to assess satisfaction and understand evolving vulnerabilities and needs

  • Submission of detailed monthly monitoring reports that capture key findings related to program quality, progress and achievements, and feedback and complaints raised by beneficiaries and other issues as they arise for information and action of project management

  • Supporting the implementation of baseline, post-distribution, post-implementation and evaluation surveys, including development of study plans and research frameworks, primary data collection tools, field logistics, training of enumerators, supervision of data collection, data entry, data cleaning, data analysis, reporting and presentation of findings

  • Support the implementation of the feedback and complaints mechanism in the assigned area and make sure that complaints are logged and addressed to in a professional and timely manner, and support project teams to internalize the feedback received through the feedback and complaints system to enhance the quality of activities and services

  • Support coordination on MEAL aspects between partners

  • Provide capacity building to the partners´ MEAL staff as needed

  • Assist in data quality assurance and managing data according to internal and donor standards

  • Maintain proper filing system of monitoring and data related documents in line with internal policies

  • Represent WV at and participate in external meetings and working groups related to information management, assessment, monitoring, evaluation, accountability and learning as required

REQUIRED QUALIFICATIONS

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:

  • Diploma in statistics, social sciences, monitoring and evaluation, information technology or a related field

  • Demonstrated experience in data collection, analysis and report writing

  • Sound knowledge of Excel, Kobo, database management and information visualization products such as Qlik Sense, Power BI etc. Experience with SPSS and other statistical analysis software is an added advantage.

  • Excellent analytical and structural thinking as well as writing skills

  • Working knowledge of quality assurance concepts such as SPHERE, Code of Conduct, Humanitarian Accountability Partnership, and of humanitarian protection concepts

  • Excellent communication, inter-personal and team building skills as well as positive attitude to work with a diverse set of stakeholders from different cultural backgrounds (nationalities but also working cultures), including under pressure; eagerness to find creative solutions; patience; flexibility

  • Must speak Arabic, Turkish and English

  • Additional experience with refugees, emergency response and NGO experience preferred Essential

  • Minimum 2 years of experience in the field of monitoring, evaluation and accountability, including development and implementation of M&E and accountability systems Required

  • Must be able and willing to travel extensively between Istanbul, Bursa, Ankara, Konya and Gaziantep Required
