MONITORING AND EVALUATION (M&E) OFFICER - ANKARA
Job Description
PURPOSE OF POSITION
The Monitoring and Evaluation (M&E) Officer is responsible for both quantitative and qualitative aspect of the project. This position is crucial in the management and implementation of the project since capacity to deliver services will be improved with the relevant technical assistance that the M&E will provide based on monitoring outcomes.
MAJOR RESPONSIBILITIES
ROLE DIMENSION / DESCRIPTION
Planning / Design / Re-Designing
Clearly understand the project design and deliverables
Clearly understand the M&E requirements outlines the approved proposal or contract
Monitoring
Assist the MEAL Coordinator in the design, execution and implementation of all MEAL data collection processes (baseline, monitoring, Evaluation, RTEs, Reflection sessions)
Ensure the project staff are trained on the use of the field level data collection tools and the reporting
Review and clean the data coming through the M&E systems, and ensuring data quality audits are done on a regular basis to ensure the data on the system is accurate
Updating of Indicator Tracking Table (ITTs)
Ensuring post implementation monitoring is conducted for projects / sectors as agreed with donors
Ensuring spot checks are done to verify and validate project reports
Support MEAL Coordinator in presenting M&E findings to the project management & SLT
Ensuring all M&E related tools, data, reports and findings are archived in a central location.
Ensuring project & key WV related information is available for beneficiaries and local partners in an easy understand format.
With the support of MEAL Coordinator and Accountability Officer, establish efficient & cost effective, and beneficiary friendly solutions for feedback & complaints and ensure it always remains neutral and unbiased.
Reporting
Produce MEAL related reports (MVRs, PIM, etc) including updated ITTs/Databases
Ensuring Monthly M&E reports are shared with the Management
Capacity Building
Ensure partner project staff capacity is developed on basic M&E concepts, proper data collection and reporting methods and tools in coordination with MEAL Coordinator
Information Management, Innovation and learning
Mainstream the use of mobile technology for data collection reporting purposes.
Create interactive dashboards (online & offline) to present project information.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, Skills, Abilities:

Education
University Education completed.
Bachelors in Social Sciences field.
Knowledge & Skills
Demonstrated experience in data collection, analysis and report writing
Sound knowledge of Excel, Kobo, database management and information visualization products such as Qlik Sense, Power BI etc. Experience with SPSS and other statistical analysis software is an added advantage.
Excellent analytical and structural thinking as well as writing skills
Working knowledge of quality assurance concepts such as SPHERE, Code of Conduct, Humanitarian Accountability Partnership, and of humanitarian protection concepts
Excellent communication, inter-personal and team building skills as well as positive attitude to work with a diverse set of stakeholders from different cultural backgrounds (nationalities but also working cultures), including under pressure; eagerness to find creative solutions; patience; flexibility
Effective in written and oral communication; in Arabic and Turkish, and good level of English
Additional experience with refugees, emergency response and NGO experience preferred

Experience
2 years’ field experience in program design and development, program monitoring and evaluation, and capacity building.
Previous experience with developing DME tools
