Programme Manager- Mbale Butaleja Cluster
Position: Programme Manager
Reports to: Regional Programmes Manager
Location: Butaleja District
Purpose of the position:
To provide overall leadership, support and management of WV Uganda Area Programmes (APs) and grants within Mbale- Butaleja in a manner that meets set standards as well as empower the wellbeing of children, households and communities. Ensure accurate and timely responses in the principle areas of programme development and implementation, accounting, human resource management, logistics and communication.
Leadership and Management:
Lead and support AP teams and partners to develop, implement, monitor and evaluate project implementation plan and activities.
Lead and manage integration of programmes and operations from all funding steams.
Provide guidance on integration of advocacy and disaster/ risk management in field level development programmes and programme/ project designs and implementation strategies.
Dissemination and support implementation of Partnership and National Office strategies, guidelines, initiatives and policies in the district.
Steer the implementation of management decisions/recommendations in the district and programmes/ projects in order to meet quality standards, and promote alignment with strategies and standards.
Develop human resource development plan, and manage staff development/ growth in order to build a cadre of high performing staff among his/her team.
Networking and Advocacy
Build strategic partnerships, networks, coalitions and alliances at the district level and link it with national level strategic engagements.
Spearhead, coordinate and promote district level advocacy, lobbying and influencing initiatives.
Document lessons and learning’s from the district programmes and projects and link with national level advocacy initiatives

Support partnership development at local and national level.
Be able to build capacity of partners in project management, including financial management, performance management
Actively engage in resource mobilization to execute WVU Strategy
Actively participate in proposal writing and engagement with donors to ensure smooth program management.
Ensure that the proposal development and related processes include standardized approaches for budget, procurement and personnel planning and monitoring.
Identify, market opportunities and monitor donor trends and for growing grant funding from governments and multilaterals in collaboration with the Regional Resources Acquisition and management Team Leader and the support offices.
Accountability and Quality Assurance
In close collaboration with sector specialists, ensure quality programming while following partnership standards, policies and protocols, including all relevant sections of the Field Financial Manual.
In close collaboration with HR, ensure right programme staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development. Ensure that the programme staff based in remote locations receive care and support.
Ensure adequate quality assurance processes while positioning programmes to meet defined programme quality standards including Design Monitoring and Evaluation (DME).
Child Protection and Wellbeing
In close collaboration with the Child Protection Lead, ensure that all staff and key stakeholders are oriented on the Child Protection strategic objective, CP standards and policy
Ensure that all child protection compliance standards and guidelines are fully met Work with the Child Protection Lead to ensure that the Child Protection Strategic Objective is operationalised in the cluster using the WVI approved models, methodologies and Standards
Work with the District Leadership, child actors and other key stakeholders to ensure that there is effective reporting, referral and follow up of child protection incidents according to the WVI approved CP standards
Innovatively and creatively initiate multiple child protection projects geared at promoting enhanced protection of girls and boys
Child Sponsorship Operations
Effectively roll out the integration of Child Sponsorship in WVU Programming using the existing guidelines.
Effectively roll out of local and global Child Sponsorship initiatives and systems using the existing guidelines.
Streamline and ensure quality and timely Child Sponsorship related Communications from the Cluster to National Office, district stakeholders and Support Offices.
Ensure timely and quality monthly , quarterly and bi-annual Child Sponsorship Integration report as per set WVU guideline.
Ensure excellent management of donor or sponsor visits.
Ensure necessary tracking, compilation, analysis and innovative use of programmatic data,
Ensure timely compilation of monthly, quarterly and annual Programmatic Reports.
Support Communications in preparation of marketing and informational material for WV and external donor stakeholders,
Gender, Disability, Peace Building and Environment
In close collaboration with Sector Specialists, ensure mainstreaming of crosscutting themes in WVU programmes and operations while following policies, technical guidelines and standards
Ensure development of mechanisms/strategies for gender, peace building and environment mainstreaming in programmes and project interventions
In close collaboration with HR and the Gender Office put in place mechanisms that ensure equitable opportunities for male and female staff, intentional mentoring and coaching of female staff for development and promote a gender responsive environment in the Cluster
Ensure research and documentation on promising practices on gender, peace building and environment to generate evidence to inform programming and learning.
Ensure integration of gender, peace building and environment issues in district advocacy engagements while providing linkage to national level strategic engagements.
Required skills and experience
Bachelor’s degree in any development related field (social sciences, development studies, management, education, agriculture or public health). Master’s degree is an advantage.
Demonstrated written communication & analytical skills, including research and the writing of proposals and reports.
At least 5 years of experience in managing complex grants and programs with significant experience in overseeing large multi-year government grants.
Excellent understanding of project cycle management.
Excellent People management skills with good team-building skills, as well as strong interpersonal and networking skills cross organizationally and with different cultures
Strong results orientation with ability to handle a heavy work load, manage and satisfy multiple conflicting organizational, donor and other stakeholder demands.
Ability to communicate effectively and maintain effective working relationships with all staff and other key partners.
