Job Description
Title: Monitoring and Evaluation Officer-Evaluation and Research
Location: Hoima District
Reporting to: Project Coordinator
Purpose of the position:
The E&R Officer will be responsible for the daily implementation of evaluation including work planning, tracking progress towards objectives, development of data collection instruments and sampling strategies, on site research and data collection, supervision of an evaluation team, writing/editing required reports, developing/conducting presentations of findings, and liaising with stakeholders on technical matters.
The E&R Officer will be part of the implementation of existing and new data systems. S/he will be an investigator on Operational Research studies and will provide technical support for protocol writing, data collection and analysis, use of evaluation tools and processes. The Officer will therefore have substantial technical expertise in implementation science encompassing health project monitoring and evaluation including outcome evaluations, health informatics and biostatistics, M&E systems, research methodology, statistical analysis.
To provide leadership and support day to day operations of mHealth interventions for Health and where need be offer technical guidance and support to World Vision Uganda for established and upcoming mHealth Initiatives in the project area.
Main responsibilities:
Research and Documentation
Plan and coordinate the initiation of the research study protocol, and the establishment of operating policies and procedures in line with the partnering institutions of higher learning for IRB and the other relevant approvals for operational research.
Ensure the smooth and efficient day-to-day operation of research and data collection and MSC documentation activities within the Cluster and acts as the primary point of contact and acts as the principle operational liaison on behalf of the Project Manager for all documentation and research issues
Provide a monthly technical brief on the status of the operations, systematically writing it to the needs and outcomes of the research and provide a clear way forward for the next steps in the processes not forgetting maintaining and running the research database
Offer technical assistance to the Project through initiation and all other processes meant to produce MSC on a quarterly basis, this need to be integrated into the Cluster activities and produce quarterly publications to that effect.
Involving the research subjects, making sure that it is fed into the World vision connection website in liaison with the communication department at National office for the MSC issues.
Attract and supervise intern students both at undergraduate and graduate studies in the fields of Community Medicine, Public Health, Health social sciences and development studies, Nutrition and Dietetics, Pediatrics, Obstetrics and Gynecology to participate and offer peer review of the status of the research on an annual basis from the different recognized institutions.
mHealth Management
Support to MoH Health Information Management System strengthening through the operationalization of the DHIS2 platform in all the health centres in the project area.
Support to Community Health Information Management System strengthening by ensure the operationalization of the community health Mobile phone platform for reporting on ttC for and the entire CHMIS MoH System.
Offer technical lead in supporting the relay of mHealth mobile phone generated reports and effective management of platform and the data sent on it in line with World Vision Uganda VHT MHealth system.
Support the ttC-based household counseling and reminder platform mechanism for MNCH, to facilitate effective household counseling.
Reporting Responsibilities
Assists in the compilation of: Progress towards Objective Reports, Annual Program Reviews, and Semi Annual program Reviews, the Evaluation and baseline reports.
Represent and create presentations at professional meetings and conferences.
In collaboration with project coordinator document lessons learned and best practices from programming, including dissemination plans
Assist with the reviewing regular programme reports prepared by programme staff for submission to stakeholders.
Communicating results to the scientific community via published papers; presenting ongoing work and findings to colleagues at conferences, and producing academic posters
Monitoring and Evaluation
In collaboration with the PM, provide onsite management of MNCH evaluations and targeted evaluations in the field.
Liaise with staff (as relevant) to ensure that lessons learned and recommendations from M&E activities are used to modify existing programmes and in the design of new activities.
Assist with the evaluation of current indicator and the identification of new ones
Strengthen and support both internal and external evaluation processes for the MNCH project
Monitor data collection, collation, storage, analysis and reporting ensuring that data is audit worthy.
Monitor data entry process and ensure programmes are utilizing the data and lead outcome monitoring using LQAS and List
Maintain quality monitoring system in MNCH to enable the generation of reports to donors and other stakeholders
Ensure Program staff are using data collected to make informed and timely decisions
Qualifications: Education/Knowledge/Technical Skills and Experience
Degree in Social Science, Statistics, or related field. Further training in M&E will be an added advantage
Effective communication and writing skills.
Experience of not less than 3 years in Monitoring & Evaluation work in a humanitarian/NGO setting
Experience with developing and delivering knowledge sharing programs.
Experience in establishing effective partnerships within and outside the organization.
Experience in working with Local Government Health System and Health Management Information System
