Position: Accountability/Monitoring and Evaluation Officer
Report to: Food Assistance Manager
Location: Kyaka II
Purpose of the position:
To lead operationalizing of Humanitarian Accountability within the programme. This role facilitates manages the feedback and complaints systems; The role support the food programmes from design phase specifically in identifying key indicators, defining the A,M&E plan and other documentation needs.
Developing and supervising the administration of the project performance M&E tools to track indicators in line project log-frames, DIP and M&E Plans.
Analyzing both qualitative and quantitative data that provides descriptive & inferential statistics as well as in-depth understanding of the project indicators.
Preparing and disseminating M&E monthly and periodic reports documenting the findings and impact of World Vision Work within project areas.
Implementing the National office Grants/HEA evaluation initiatives in the project target communities including Assessments.
Providing technical guidance and supervision to all staff members under the M&E department to ensure efficient implementation of M&E activities.
Take lead in documentation of success stories, documentaries to enhance evidence reporting.
Take lead in learning, reflections through Learning Events and Reflection meetings in order to inform, guide and direct WV future programming.
Qualifications: Education/Knowledge/Technical Skills and Experience
University degree in Statistics, Quantitative Economics, education, sociology, political science, business or international development
At least 2 years experience in working with International NGOs in monitoring and evaluation: designing, preparing and conducting surveys, collecting and analyzing baseline data, and reporting.
Demonstrated ability to work effectively with beneficiary communities, Government and other stakeholders at the district level;
Experience in training and community consultation highly desired
Experience in facilitating focus group discussions with local communities and reporting.
Commitment to and understanding of international humanitarian standards, especially the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian Accountability Partnership (HAP) Standard;
Experience gained within World Vision specifically Grants/HEA would be an advantage
Must be able to work in a team and be prepared to lead and train subordinates.
Knowledge of statistical and qualitative data analysis packages e.g. SPSS, Epi-info, Nvivo, etc.
Very good or excellent written and verbal communications skills in English, and a good trainer.
This position requires a person who is self starter, who can accomplish the task with minimal or no supervision.
He/she should be able to manage a team of staff as well as cooperate with other units.
He/she must be keen on details and well organized individual.
