Job Description

Position: Monitoring and Evaluation Manager- West Nile Refugee Response

Reports to: Programmes Manager

Location: Arua

Purpose of position: To provide technical guidance to the west Nile refugee response projects and programmes in terms of project planning, proposal development, monitoring and evaluation in line with WV policies and standards; including maintaining systems to collect and analyze information on activities, outputs, outcomes and impact of projects.

Key Responsibilities

  • Lead and Support high quality Assessments, Designs / proposal development, Evaluations and Reflections for WV Uganda's West Nile Refugee Response programmes in order to promote evidence based programming and enhance the learning culture within the organization.

  • Establish and strengthen monitoring for all projects to increase project efficiency and accountability to internal and external partners.

  • Provide effective leadership and management to the Design, Monitoring and Evaluation (DME) team to function efficiently in meeting the organizations needs. Oversee implementation of the DM&E systems through regular field monitoring visits and tracking of Key Performance Indicators.

  • Work with the Programmes Department and commodities team to ensure quality programming and adherence to minimum standards including World Vision International DM&E standards, values and principles, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting issues (Gender, Environment, Protection, Peace Building, Disability and Christian Commitments)

  • Lead Quarterly Review Meetings for the Response

  • Review other agency, government and donor reports and interpret the information summarized and useful manner to inform management decision making.

  • Coordinate with the Information Management unit to store data in both hard and soft form and disseminate appropriate information among respective partners.

  • Enhance organizational capacity building on DME related subjects to improve project efficiency and accountability.

Knowledge, Skills and Abilities required

  • Bachelor’s degree in relevant field, Master Degree will be added advantage.

  • 5 Years or more experience in Monitoring, Evaluation and learning with at least 3 years management experience

  • Previous working experience with grant funded projects (preferably with USAID, GAC, UNHCR, UNICEF)

  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome/ impact indicators. Relevant field experience in humanitarian assistance and development, monitoring and evaluation of community-based projects especially in a refugee context.

  • Experience in designing M&E methodologies and tools, indicator and logframe development.

  • Excellent written and verbal communication skills. Facilitation skills a plus.
