The Humanitarian Accountability Advisor is a specialist with humanitarian field experience in accountability to communities. The jobholder will provide strategic guidance for humanitarian accountability at a global level, and direct field support to access resources and improve WV’s accountability to beneficiaries and donors. The job holder will deploy to emergencies to help set up or manage field level accountability functions in emergency responses. In addition the advisor will support responses remotely. There will be a significant external facing component to this position. The jobholder will ensure that WV actively engages in the CDAC network, and fosters inter-agency collaboration at the field level.


  • During Cat Ill and strategic Cat II emergencies lead the humanitarian accountability function by setting up or strengthening existing humanitarian accountability work at field level through an appropriate combination of short-term deployments and distance support.

  • Provide global leadership to increase the relationship with the CDAC network, and seek out opportunities to collaborate with network partners.

  • Work closely with GC-HEA and Global Accountability staff to strengthen World Vision's work in accountability.

  • Carry out additional responsibilities and projects as assigned, including administrative and planning functions.


  • Has a degree or equivalent in social sciences or related field

  • Detailed knowledge of the content and application of key international standards relating to emergency work and humanitarian accountability.

  • Must have in-depth knowledge of emergency program administration and program response (including DME).

  • Must be prepared to travel 30% of the time including up to two deployments of up to 6 weeks at short notice.

  • At least five years mid/senior level experience on work in the development/humanitarian sector with field application/experience; at least three years focused to enhance quality and accountability in emergency situations.

  • Extensive hands on field experience including implementation of projects and programs.

  • Demonstrated experience working across a complex and large organization to achieve work objectives.

  • Experience dealing with international donors, accessing funding and fulfilling their requirements.

  • Excellent communication skills including facilitation, training and influencing.

Preferred Skills, Knowledge and Experience:

  • Excellent knowledge of WV, how it responds in an emergency and where the key points of influence lie.

  • Proven ability to develop learning/ case study materials and develop simple practical tools for field application.

  • Strong cross cultural communication skills and high levels of cultural sensitivity.

  • Ability to strategically plan the development and growth of accountability in an NO or Region.

  • Excellent networking and influencing skills.

  • Experience promoting, establishing and implementing at least two major new initiatives in a large Global NGO.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally 30% of the time.
