PURPOSE OF POSITION:
The Advisor, Design, Monitoring and Evaluation (DME) leads humanitarian DME within the World Vision Partnership. The job holder ensures that World Vision’s H-DME systems produce accurate, timely, reliable evidence to support decisions on effective programme implementation for children and communities within humanitarian contexts. The advisor will ensure that World Vision emergency programmes meet internal and external standards for humanitarian DME. The advisor will work with the GC-evidence and learning team and other groups within the World Vision Partnership to design strategies, standards and systems that provide the necessary direction and competency for World Vision to deliver
innovation and quality in humanitarian DME.
The advisor will deploy to emergency responses to lead or contribute towards the set up of DME functions. The advisor will work with national and regional offices to build a group of deployable staff with technical and leadership skills in humanitarian DME.
The advisor will build relationships with external stakeholders and multi-agency networks that lead M&E functions. The advisor will collaborate on joint initiatives with other agencies and influences the direction and decisions of these groups through the profiling of WV work.
During Cat Ill and strategic Cat II emergencies set up or strengthen DME functions at field level through a combination of short-term deployments and distance support.
Support specific WV offices to promote and implement H-DME through both distance support and field level deployments as required.
Raise the profile of World Vision and contribute to the humanitarian discourse on DME and programme effectiveness for communities and children.
Keep abreast of external promising humanitarian practice and ensure that these are adapted to the field realities of World Vision.
Carry out additional responsibilities and projects as assigned, including administrative and planning functions.
KNOWLEDGE, SKILLS & ABILITIES:
Has a degree or equivalent in social sciences or related field.
Detailed knowledge of the content and application of quality assurance to humanitarian DME.
Must have in-depth knowledge of emergency program operations.
Must be prepared to travel for up to 30% of the time including up to two deployments of up to 6 weeks at short notice.
At least three years mid/senior level experience on work to enhance DME and quality assurance in emergency situations.
Extensive hands on field experience including implementation of DME within projects and programs.
Experience dealing with international donors, accessing funding and fulfilling their requirements.
Excellent communication skills including facilitation, training and influencing.
Preferred Skills, Knowledge and Experience:
Excellent knowledge of WV, how it responds in an emergency and where the key points of influence lie.
Proven ability to develop learning/ case study materials and develop simple practical tools for field application.
Strong cross cultural communication skills and high levels of cultural sensitivity.
Ability to strategically plan the development and support for H-DME in an NO or Region.
Excellent networking and influencing skills.
Experience promoting, establishing and implementing at least two major new initiatives in a large Global NGO.
The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
