People & Culture (HR) Compliance Specialist

The People & Culture (P&C) Compliance Specialist will be responsible for creating and implementing a Misconduct Reference Programme and related processes supporting World Vision's participation in the SCHR Inter-Agency Scheme for the Disclosure of Safeguarding-related Misconduct in Recruitment Process within the Humanitarian and Development Sector (“the Scheme"). “The Scheme" establishes a minimum standard for participating organisations to share information as part of their recruitment process about people who have been found to have committed sexual abuse, sexual exploitation of sexual harassment "Misconduct" during employment. This position will work with Talent Acquisition to submit inquiries to other organisations and respond to other inquiries from other organisations, in alignment with “the Scheme”. This position will also manage and track the various harassment prevention training programmes implemented by WVI and provide data analysis. This position will monitor additional compliance training (e.g., Safeguarding) as needed.


Implement and Manage WVI's Misconduct Reference Programme:

Understand, implement, manage and update the Misconduct Reference Programme project plan, which includes action items such as:

  • Identify WV’s definition of “material misconduct” by those employees that would result in disclosure of misconduct in a Statement of Conduct to another participating organization.

  • Prepare privacy statements for general notice to all data subjects (prospective and current employees), and specific notice to data subjects for when information is to be shared.

  • Develop processes for how WV will request Statements of Conduct from other participating organisations.

  • Develop processes for how WV will respond to requests from other participating organisations for Statements of Conduct from WVI.

  • Advise the internal working group (within WV) on changes to “the Scheme” by other agencies and providing quarterly updates (e.g. Disaster Management, Legal, P&C, Safeguarding).

  • Create a tracking tool to manage all outgoing misconduct reference requests, incoming Statements of Conduct, incoming misconduct reference requests, and outgoing Statements of Conduct (this is a separate process from P&C Help Desk generic reference response).

  • Establish procedures to gather Partnership wide information from various resources (e.g. PAF database, EthicsPoint, National and Support Offices).

  • Support other WV entities in implementation of “the Scheme”

  • Represent WVI on “the Scheme” internally and externally.

Manage and Monitor Harassment Prevention Training:

  • Ensure appropriate staff populations take the required Harassment Prevention training programme/s and monitor start and completion rates.

Implement and Monitor Online US Training:

  • Working with training external vendor and other P&C stakeholders, manage and monitor implementation of WVI's Harassment Prevention training according to US regulatory requirements, including State specific requirements.

Implement and Monitor Online Generic International Harassment Prevention Training:

  • Working with external vendor (e.g. Navex) and other P&C stakeholders, manage and monitor implementation of generic International Harassment Prevention training.

  • Determine viability of implementing Harassment training programmes via eCampus learning management system.

Monitor Safeguarding Training:

  • Monitor information from Safeguarding and eCampus administrators regarding Safeguarding training. Represent P&C in cross-functional meetings and other collaboration with Safeguarding pertaining to Safeguarding Training.

  • Other tasks as assigned.



  • Bachelor’s Degree or equivalent experience in Human Resources or Business Management.

  • Proficient in communication, analysis and problem solving.

  • Prior experience working in a compliance, risk management or policy role.

  • Project management experience.

  • Excellent analytical, interpersonal, and collaboration skills in a diverse environment. Proven ability to work as an effective team member on cross-cultural teams.

  • Experience developing and interpreting complex or challenging policies or projects.

  • Experience in communicating to and influencing organisational leadership and management decisions.

  • Very strong organisational skills; ability to complete a complex variety of tasks in an organised manner and to quickly change and adapt to new priorities.

  • Effective in written and verbal communication in English; language skills in Spanish and/or French preferred.


  • Critical thinking skills to relate work performed to broader business context.

  • Strong computer and knowledge management skills, including ability to learn new platforms quickly

  • Clearly demonstrated strong sense of initiative; independent and creative.

Work Environment:

  • The position may require the ability and willingness to travel domestically and internationally up to 5% of the time.
