Policy Analyst



Analyse, develop, align and communicate Human Resources (People & Culture - P&C) policies, including ongoing development of policy databases and integrated online content across P&C websites aimed to multiple audiences and stakeholders. Work with other departments to align content across other WV websites and related external websites.

Develop communications strategies and plans to support specific People & Culture (P&C) objectives, initiatives and projects, working with internal P&C clients. Provide communications services, advice, writing, and web content planning/design as needed for specified P&C clients - ensuring client needs are met and ensuring that client communications are aligned with overall P&C strategy and communications objectives, and Global Communications standards.


  • Conduct analysis of existing P&C policies, new policies in development and identify needed policy revisions to align P&C WVI Policies and WVI Management Policies to P&C Partnership Policies and Partnership Management Policies, and to meet P&C policy needs.

  • With required processes and approvals, review, revise and update P&C policies, removing outdated terms and references and aligning policies to related P&C policies and current P&C processes and terminology.

  • Where possible, consolidate and reduce the number of P&C policies, and recommend the retirement of unnecessary and outdated policies.

  • Develop and maintain policy database/s in wvcentral maximising SharePoint functionality, providing clear access to relevant policies for multiple audiences (employee self service) and stakeholder groups.

  • Develop and implement system and standards for P&C policy development, review, approval and retirement.

  • Develop and implement system and standards for making P&C policy change announcements and related policy communications, aimed to multiple audiences and stakeholders.

  • Ensure alignment of P&C policies, not only within P&C policy databases, but also with other Partnership and WVI policies. This will require working with other WVI departments (e.g., Governance, Legal, Accountability and Integrated Review) to build understanding and consistent application of policy governance, administration and communication practices, including online access for staff. It will also occasionally require working with other WV legal entities, particularly World Vision, Inc. (WVUS) regarding some policies pertaining to staff in the U.S.

  • With others, both within P&C and in other functions/departments, identify and address roll-on impact of policy changes, including needed information for Staffing Specialists (recruiters) and Business Partners, for new staff onboarding and orientation materials, and for current staff and managers.

  • Determine impact of policy changes to budget instructions and to policy implementation projects by P&C Solutions Centre and other P&C teams, and make recommendations to ensure sound policy implementation.

  • As policies are developed, updated, made available online, and retired, develop processes to ensure that related online content (especially in wvcentral, WV's intranet) is also updated, such as links to policies in various sites for various audiences.

  • Engage with specified P&C Clients, which may include both standing teams and project groups. Identify, develop and maintain a clear understanding of the clients' purpose, objectives and success criteria, as well as communications needs, platforms, methods to support these teams and projects.

  • Working with P&C clients, identify communications needs, platforms and methods. Develop and deliver communications (especially via email and online) and support clients and P&C in adhering to communications protocols and quality standards. Prepare written material (including document content, formatting and design), announcements (including complex, multi-tabbed email template content), Q&As, training documents, presentation materials (including PowerPoint) and other communications products.

  • Source communications services as needed, internally or externally, including graphic design, video, print, interactive media, etc.

  • Ensure compliance with WV Brand Standards, support ongoing development and maintenance of P&C brand standards, and support development of sub-brands for P&C initiatives and projects as needed.

  • Engage with clients regarding needs for intranet content, such as team or project worksites, pages or sites for intranet content, posting of announcements, documents and other content to support P&C project needs - both in wvcentral and in related websites, internal or external to WV.

  • Work with P&C Integration, Communications and Policies team members to meet client's online needs and align with other P&C online content.



  • A bachelor’s degree in business, public policy, communications, or related client-services field, or equivalent work experience.

  • Skilled technical writer and editor.

  • At least three to five years working in the policy field, preferably in a global and multi-cultural environment.

  • Experience working with analyzing, developing and administering policies.

  • Analytical, problem solving and negotiation skills.

  • Experience in web content design, development and administration.


  • HR qualification, training.

  • SharePoint training/experience.
