PURPOSE OF POSITION:

The Design, Monitoring & Evaluation (DME) Capability Advisor is responsible for optimizing DME capability among World Vision (WV) entities and strengthen DME competencies of staff across the organization, enabling them to learn and grow in areas such as program designs, monitoring, evaluation, accountability and learning.

In order to achieve this, the DME Capability Advisor will develop and implement a DME capability enhancement system (including guidelines, processes, learning assets and learning pathways) and will refine the National Office (NO) DME capacity assessment along with DME competencies, guidance and tools for use across the various entities of the organization.

The DME Capability Advisor will support Regional Program Quality leads to plan and implement comprehensive DME Capacity Building interventions. This will include coordination of efforts, development of DME resources/assets and making these available through different platforms, and refining and adapting the capacity building approaches for achieving the desired objectives.

The DME Capability Advisor will support Regional Offices (ROs)/TSO/Support Offices (SOs) in developing and strengthening their competencies. The ROs/TSO/SOs will be enabled to use DME capability development system and relevant resources

as they contribute to enhance NO DME Capability.

The DME Capability Adviser will develop a global portfolio view of DME capabilities in close collaboration with Regional Program Quality leads and GFO and will share the information with the stakeholders such as GFO, ROs, SOs, GC as required.

The DME Capability Advisor will engage externally to share and also explore/learn how other organizations build DME capabilities. S/he will connect with academic institutions and other organizations to partner as appropriate for the benefit of Partnership wide DME capability agenda and capability development system.

KEY RESPONSIBILITIES:

  • Lead the design of a DME capability enhancement system to boost DME capability across the organization) benefiting both, a) teams tasked to support development of DME capabilities in Field Offices (ROs/TSOs &SOs) and b) DME teams in Field Offices.

  • In collaboration with the stakeholders design the architecture of the DME capability development system including as needed policies, standards, guidelines and processes etc. Review previous approaches and guidelines and conduct learning reviews to build on recommendations of what works

  • Design a learning system with the guidance and information needed on learning pathways, learning assets, learning platforms assisting users during their learning journey along the various pathways.

  • Review and finalise the guidance for DME Capacity assessment and its respective tools and make these available for use.

  • In coordination with Regional Program Quality leads, assist the Field Offices to undertake regularly the DME capacity assessment (as agreed with the GFO).

  • Link the DME capability system with the P&C processes of learning and development as well as performance plans and agreements.

  • With the DME Director develop a system to regularly update the information that will enable interested stakeholders to maintain a portfolio view of DME capability across the organization.

  • Lead the development of learning assets and platforms that can be used by DME in FOs and teams that support the FOs such as ROs/TSOs and SOs.

  • In close collaboration with the Senior Advisors for Sector DME and Research develop learning assets for F2F and on line learning that are in alignment with the newly developed programing standards and LEAP3 simplification documents and tools.

  • Review previous approaches, consolidate recommendations and ensuring design is based on the experience of former systems.

  • Design and utilize the platforms such as WVCentral and e-campus to enable FOs/RO/SOs/TSOs to easily access the learning assets and engage in self- learning, social learning and e-learning for improving DME practice.

  • Plan and implement the DME competency development of teams supporting the field (ROs/TSOs and SOs).

  • Focus initial efforts to develop staff competencies on data quality and integrity across all funding sources. Influence NO DME practice to increase confidence on systems, data quality and integrity and utilization of Horizon as the DME platform

  • Utilize platforms to enable input and sharing from interested WV entities, DME practitioners documenting and promoting emerging good practices in DME capacity development within WV.

  • Use various communication means such as newsletters etc. to regularly update the DME community on progress and new developments in the DME Capability development system.

  • Coordinate and harmonize DME capacity building interventions of ROs/SOs/TSOs to enable a unified, just in time support for FOs, maximizing their contribution to DME CB objectives.

  • Collaborate with RO and SO DME leaders to continuously assess DME/LEAP 3 capacity building needs among NOs and provide coordinated (RO/GC/SO) support to address identified capacity building needs.

  • Influence all entities of the partnership to continuously review the DME capability portfolio and prepare to support regional plans for further DME capacity development of Field Offices.

  • Mobilize and coordinate technical support from various WV entities to assist as needed and on timely fashion the Field Offices in each region in accordance with their CB plans.

  • Catalyse innovation and learning for development of DME Capability in the organization.

  • Explore practices of others on DME Capability development and share as appropriate WV’s experiences and learning.

  • Lead and grow partnerships with academic and research institutions that help to enhance WV’s DME capacity globally.

  • Promote innovation in DME capability development across WV entities.

KNOWLEDGE, SKILLS & ABILITIES:

  • The incumbent will bring to this role a combination of DME experience as well as experience and expertise in planning and implementing Capability development interventions that help build/enhance the required DME competencies, development of learning resources and utilization of platforms that enable blended learning to take place.

  • Advanced/graduate degree in adult learning/training and resource development for DME.

  • Demonstrated expertise in development of user friendly tools and resources for DME and utilization of learning platforms for helping others learn.

  • Intermediate qualifications in capacity building (including expertise in designing capacity building plans and adult learning programs).

  • Advanced competencies in data analysis using appropriate software tools (e.g. SPSS, SAS,ABTAB).

  • Advanced technical writing skills.

  • At least 10 years of experience in the field of helping others learn in DME (experience in building the competencies of DME staff at various levels (field, region, SOs and or global).

  • Extensive experience in transferring technical knowledge, capacity and skills through face-to-face and virtual training sessions

  • Extensive experience in development and implementation of DME training standards and guidelines (across different entities focused on strengthening DME capacity among field staff).

  • Demonstrated experience applying basic research principles to program design or performance assessments.

  • Solid track-record of leading results-based work.

  • Ability to obtain knowledge and experience with the latest methodologies, technologies and developments in DME through self-directed study and learning.

  • Strong English language communication skills, both oral and written, suitable for both scientific and non-scientific audiences.

  • Professional certificate in project management and/or DME.

Preferred Skills, Knowledge and Experience:

  • Extensive experience planning and management of projects which integrate HEA, advocacy and TD approaches to address root causes of poverty and child well-being.

  • Solid experience in leading knowledge management and documentation efforts (including preparing papers for peer review publications).

  • Experience in leading DME capacity assessments and coordinated efforts to address capacity needs identified in priority regions/national offices.

  • Post graduate degree in statistics, econometrics or any other discipline related to development.

Work Environment/Travel:

  • Position requires ability and willingness to travel, including internationally, up to 30% of the time.

  • Experience and demonstrated ability to work collaboratively in multidisciplinary and multicultural team environment.

  • Demonstrated leadership and communications skills required to facilitate virtual consultative and collaborative processes while maintaining positive working relationship across various regions and countries.

  • Proven ability to foster a positive working environment with different stakeholders.

  • Solid experience in leading partnerships with ranking universities and research institutions and promoting WV’s DME innovations in the industry.
