WVV_Child Protection Technical Program and Advocacy Manager

Job Description

INTRODUCTION

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 18,000,000 (FY17) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 440 staff, of which 99% are Vietnamese nationals.

Currently, World Vision Vietnam is implementing 39 Area Development Programmes (ADPs) which operate in 5 zones: North (Hung Yen, Hoa Binh, Hai Phong and Dien Bien), Yen Bai – Tuyen Quang, Thanh Hoa, Central & Highlands (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). From FY18, WVV adopts and implements the new operating model, therefore, the name of ADP will be changed to AP (Area Programme). WVV’s APs usually focus within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

In alignment with the three ministry strategic objectives World Vision Vietnam implements three Technical Programs (TPs): Child Protection, Nutrition and Livelihoods. Technical Programmes are national or sub-regional level programmes implemented by World Vision in multiple geographic locations within a country. They employ evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Approach (TA). TPs are designed to ensure National Offices (NOs) achieve World Vision’s mission, which includes the highest impact for the well-being of children, in accordance with relevant TA and NO strategic objectives.

The Child Protection Technical Programme and Advocacy Manager will provide technical guidance for integrating advocacy within other TPs, at the same time leading advocacy for Child Protection. The Child Protection Technical Programme and Advocacy Manager directly reports to Program Quality and Resource Development (PQRD) Department Director for the Child Protection Technical Program and to National Director on Advocacy. The position also has matrix reporting line to the Operations Director.

The PQRD department consists of a Program Effectiveness Unit, Grant Acquisition and Management (GAM) Unit, A Technical Services Unit (in lie with the three Ministry Strategic Objectives) and HEA/DRR Unit.

PURPOSE OF THE POSITION

This position provides leadership and oversight of the adaptation and implementation of the Child Protection technical programme and advocacy efforts. This role has a strong focus on strengthening World Vision Vietnam’s influence and evidence based Child Protection and Advocacy programming.

This position also provides leadership to all World Vision Vietnam’s advocacy activities. This includes coordinating all advocacy activities with other Technical Programme Managers, networking with INGOs, local NGOs, UN organizations, embassies, and other organizations; establishing and strengthening a strategic alliance for children issues; and building effective working relationship with government at all levels; drawing a clear strategy on Advocacy in Vietnam context and updating the same period.

KEY RESPONSIBILITIES

1. Strategic Guidance and Leadership

Provide strong and positive leadership for the Child Protection Technical Programme.

Provide leadership and coordination in the development, implementation and monitoring of World Vision Vietnam’s National Advocacy Strategy.

Lead the revision of Technical Approaches based on changes in Partnership and National Strategies, changes in the context, government’s directions as well as learnings from implementation of TPs.

Provide line and matrix management including professional and personal development support to technical staff.

Coordinate with related department(s) to ensure that the Child Protection Strategic Objective is effectively achieved.

Ensure competent and motivated staff are hired and retained, and high-performers identified and nurtured.

Create and maintain effective relationships with key internal and external stakeholders and partners.

2. TP Design and Adaptation

Lead a collaborative process of TP adaptation into AP level in close coordination with Area Programmes (AP), other NO staff as well as Regional and Funding Offices, ensuring advocacy is integrated.

In programmes funded by sponsorship, work closely with the Sponsorship Manager to ensure that appropriate aspects of sponsorship are integrated in programming and that the needs of RCs are taken into consideration in the plans of the Child Protection TP.

With Area Programme and other NO staff, ensure effective consultations with communities, partners and donors in the adaptation and refinement of Child Protection TP at AP level based on evidence and learning from TP implementation

3. Implementation of TP level activities

Manage relationships with strategic partners at national and provincial levels to ensure that efforts align and multiply positive impact

Directly implement and coordinate the national level advocacy for the Child Protection TP to influence policies and practices.

Ensure local to national level advocacy linkages are clear, and that information/data from local level is utilised for national policy influence.

Ensure the local level advocacy components of the Child Protection TP are implemented (through APs and through WV staff that are assigned to link with Provincial government).

Manage the national level activities and budget of the TP

In collaboration with HEA/DRR Manager, maintains situation awareness of potential Child Protection emergencies and ensures readiness for sector response.

Focus on providing positive opportunities to build the skill level and competence of staff in the area of advocacy

4. Cross Cutting Themes

Lead the mainstreaming of all cross cutting themes: Gender/Disability/DRR/Faith and Development.

5. Technical Guidance and Quality Assurance

Collaborate with and support AP staff to implement TP within the local context, including ensuring DPA is applied.

Manage scope and requirements of the technical programme to ensure programme is implemented within the agreed design and adequate budget, meeting the TP quality standards.

Track the financial utilisation of the TP along with relevant AP Managers and the Operations Director and ensure proper and timely funding utilisation.

Identify and manage risks/ issues and ensure quality implementation following the quality standards of Child Protection TP/ Advocacy/ project models.

6. Monitoring, Evaluation and Reporting

In collaboration with PEU Manager, assigned PEU Specialist and AP Managers coordinate the TP baseline and evaluation process.

Together with PEU, ensure that a strong M&E system is in place for the Child Protection TP and that learnings are documented, applied and used for further improvement of the TP. Ensure the evidences are used by stakeholders for advocacy, marketing and resource acquisition.

Ensure standardized outcome monitoring indicators for Child Protection TP are measured across all implementing APs

Work collaboratively with PEU Manager and AP Managers to assess implications and actions based on data from Horizon

Collate, analyse and use Child Protection TP monitoring data for standardised indicators and communicate to key stakeholders.

Contribute to NO Child Well-Being (CWB) reporting by providing input on Child Protection TP-related strategic objective progress

In collaboration with PEU ensure that lessons learnt from WV and other stakeholders are adequately incorporated into programming as well as Child Protection TP re-design and strategy revision.

Produce TP Progress Reports, based on AP reports and progress, in line with WV International LEAP reporting requirements

Participate in relevant community of practice to share lessons learnt, good practice and bring in new learning to improve Child Protection TP and Advocacy implementation.

7. Resource Acquisition

Contribute to the development of Child Protection TP funding strategy and ensure the TP is funded from diverse sources.

In collaboration with the GAM team and the Public Engagement/ Strategy team, preposition the NO for grants in Child Protection sector, mapping of donors; including understanding donors’s expectations, technical priorities, key strategic approaches.

Together with GAM, track Child Protection specific opportunities, make appropriate partnering arrangements and join in go/no-go decision processes.

Upon certain request from GAM Manager, lead on grant proposals as coordinator of writing team, or grant design, technical design workshop.

Develop concept papers and proposals on Child Protection for fund raising, marketing with SOs

Map potential partners with strengths that would be complementary to World Vision in filling gaps in a Child Protection grant opportunity.

Prepare detailed Child Protection capability statement at National Office level.

JOB REQUIREMENT

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

Bachelor degree in the relevant field. Master degree is preferred.

At least five years’ relevant experience with strong Child Protection technical expertise

Strong People Management and Leadership Skills with at least three years’ experience (matrix management experience is highly preferred)

Prior project management experience of NGO funded projects

Experience networking with a range of donors, multi-lateral, and government bodies

Experience in proposal writing for government grants from donors such as USAID, DFAT, DFID, JICA and EU.

Good understanding of Vietnamese Government policies, laws, and institutions and ability to work effectively with various stakeholders

Understanding of children's rights, especially the rights to protection from all forms of violence (physical, sexual, emotional), exploitation including trafficking and labor, and neglect.

Understanding of community based child protection systems, child protection programmes, child protection in HEA and Advocacy.

Knowledge of key child protection project models and good practice in programming

Adequate knowledge and articulation of World Vision policies, principles, objectives and activities.

Understanding and sensitivity of political, economic, social and religious issues in Vietnam

Strong understanding of public policy, government decision-making, and operations of lobbying networks required to influence change in communities.

Strong negotiation, problem solving, liaison, and networking skills.

Proven project management skills, including financial management and DME

Excellent verbal and written communications skills in English and Vietnamese

Strong problem solving and decision making skills

Strong skills in data analysis, research and report writing

Integrity, honesty, and accountability to both the team and the community

Understanding of and commitment to World Vision Core Values
