WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY19) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 99% are Vietnamese nationals.

In FY19, World Vision Vietnam is implementing 37 Area Programmes (APs) which operate in 5 zones: North1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hung Yen, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s AP usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

Major production of most people in Trieu Phong district relies on agriculture, which rice planting (paddy rice, and vegetables) and livestock husbandry (cow, pig and chicken) are the main income sources of the people in this area. Besides, people in 5 coastal sandy communes have additional income from fishing and aquaculture with a pretty small scale.

Regarding the natural farming model, which has been starting from May 2015, is a new farming method for partners and farmers in Trieu Phong district. Natural farming products including pig, chicken, rice and vegetables are highly appreciated by farmers and partners for its high quality and economic return. Up to now, the LVCD project has supported to establish 60 producer groups (PG) with over 1,000 participating farmers who have practiced natural farming technique on their farm and linked their products to the market to 1) Increase income of participated famers 2) Provide safe foods for consumers 3) Contribute to environmental protection.

In the year 2020, the project will focus on consolidating/maintaining the obtained results during the last three years through strengthening horizontal and vertical linkages among PGs’ members and actors in value chain respectively. In addition, the project also will conduct some market survey for main products for promoting consumption strategy of natural farming products in the coming years as well as strengthening capacity for Trieu Phong Natural Farming Clean Agricultural Product Cooperative.

PURPOSE OF POSITION:

To assist the KOICA Project Manager implementing and monitoring the LVCD Project in the target communes to achieve the goal, outcomes, and outputs stated in the KOICA project proposal document and logical framework.

In particular, the staff/position will organize awareness-raising meetings to PGs and their members on the importance of having a market network to link producer-groups (PGs) with related market actors. The staff/position also support to local partners and stakeholders in finding potential markets to consume safe agriculture products applying natural farming methodology among producer-groups.

The working time of this position is 10 months, starting March to December 2020

ROLE DIMENSION / DESCRIPTION

1. Collaborate with local partners to plan, implement and manage activities to strengthen capacity in production organization and market linkages for natural farming products for key members of Cooperative and Producer Groups

  • Conduct the sharing meetings for common topics of PGs (buy inputs and sell products for PGs, sharing labour-days, NF production experiences) to consolidate horizontal linkages among producers.

  • Conduct farm visits for customers and their children to build their trust to natural farming products, and strengthen relationship between producers and customers.

  • Conduct technical consultation/

monitoring at home to ensure participated producers having proper application natural farming technique

  • Provide inputs (rice seed and materials makes fermented products) for rice PGs and new PGs which have just participated in natural farming model.

  • Carry out the extra tasks assigned by project manager

2. Assist project manager in planning, implementing and managing activities regarding the consolidating and developing market linkages for natural farming ago-products

Number of purchase contracts with distributors/enterprisers before production circle

  • Conduct market survey for identified safe products, including processed products from organic/natural farming agro-products.

  • Mobilize local partners, including members of board of cooperative’s director to participate in fairs within and outside province to introduce and promote consumption of natural farming products

  • Conduct workshops/meetings with distributors/enterprisers to strengthen vertical linkages with actors in value chain

  • Together with consultant to conduct planning for training course on value chain for key members of NF Cooperative and PGs

  • Carry out the extra tasks assigned by project manager

3. Participate in Project Monitoring & Evaluation

  • Implement participatory monitoring and evaluation tools and measurements of project effectiveness to track the delivery of project results

  • Facilitate / Support PGs and local partners to conduct regular reflections with the communities to review the progress, results and areas for improvements;

  • Project resources are ensured to be used in an efficient way and followed WVV financial guidelines.

  • Document good lessons learnt during the project implementation; actively participate as a project team member in all areas, including sharing good lessons learnt feedback, reflection and learning.

  • Conduct other tasks as assigned by the supervisor and support other members in the project team.

  • Carry out the extra tasks assigned by project manager

KNOWLEDGE, SKILLS, ABILITIES:

-University degree in Agronomy, Agro-Economics, Development Studies, Marketing, Economics, Commerce, Business Administration, or related field/s

-Understanding of the local culture and conditions in the area.

-Strong understanding of business principles, commercial market operations and systems

-Strong understanding of local economic development and ability to diagnose and assess local economies

-Familiar with the principles and practice of the value chain analysis and development as well as the effects on poor producers

-Knowledge of primary production and agriculture

-Understanding of market development projects and methods.

-Knowledge in research, from design to implementation.

-A basic command of the English language

-Strong computer literacy skills including MS Office; e-mail and internet.

  • 1-2 years of work experience in the area of rural development/community development

  • Experience in INGO-funded project planning and implementation, especially grant project
