WVV Project Coordinator_Livestock Gift Catalogue Project
WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of more than USD18,000,000 (FY17) with funding from 13 support countries in Europe, Asia, the Americas and Australia. WVV employs about 440 staff, of which 99% are Vietnamese nationals.
Area Program (AP) is a 5-10 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty. WVV’s AP’s are located in diverse geographic locations: from remote mountainous ethnic minority communities, to the Red River Delta and to the urban slums of Ho Chi Minh City.
“Gift Catalogue Livestock Initiative” Project (GC Project) is a new project supported by WVV in 2 APs of Quang Ngai (Minh Long and Son Tay) and 1 AP of Quang Tri province (Hai Lang). Lasting for 3 years (FY2018 – FY2020),the goal of the project is to improve food security for poor households with children through sustainable livestock initiative.
Household Livelihood Development is one of the priority ministries in WVI as well as WV Vietnam strategies. Indeed it is an essential component to create sustainable food security, income and transformational development for target households toward child well-being. Over the past few years, WVV has had experience with the LIFT project (Livestock Initiative For live Transformation) in Thanh Hoa, Hoa Binh, Quang Tri provinces and several small funding of livestock Gift Catalogue in some other APs each year. WVV has designed this project to expand this initiative to increase the profile of Livelihood programming as a means of contributing sustainably to child well-being, in particular to address issues of food security, especially malnutrition in community.
This project seeks to support households with malnourished children less than five years meet their household nutritional needs through food production and income generation while at the same time strengthen community capacity to effectively plan and utilize food and livelihood resources effectively. In the target locations identified in this project, poor rural households lack knowledge, skills, capacities and opportunities in agriculture production, especially animal husbandry and nutrition education. To reach their full potential, this project will explore and innovate better ways to intentionally integrate sustainable livelihood development with nutrition as well as other social development areas of focus in the target APs.
This project also seeks to empower women so that they can become engaged in income generation. If poor households with children under 5 years have access to sufficient food to ensure food security, reduce malnutrition, then additional income through production and purchasing can increase and they can better provide healthcare and education for their children. The main goal of this project is to provide an opportunity to the poorest and poor households to increase their food availability and sustain their income options by providing livestock based on sufficient food needs and market access. This will contribute to the fulfillment of their children’s well-being, with specific attention on nutritional needs.
PURPOSE OF POSITION:
This position assists the Southern Zonal Programs Manager to facilitate and overall coordinate the Gift Catalogue Livestock Initiative Project (GC Project) activities in 3 APs in designing, planning, implementing, monitoring and evaluation within goal, outcomes, and outputs stated in the project design document and annual/quarterly plans.
ROLE DIMENSION / DESCRIPTION
1.Project Planning & Budget (Time Spent: 15%)
In close coordination and collaboration with related AP team at each location, project manager and livelihood technical manager at National Office, undertakes the project assessment & planning under the light of the donors’ requirements and WVV’s Strategy.
Quarterly and Annual Plans of Action & Budget, Detailed Implementation Plans are prepared and approved by the relevant authorities.
Carefully monitor the project budget, providing recommendations and interventions to APs to correct any deviations, ensuring beneficiaries and partners’ needs are taken into account in the budgeting process.
2.Project Implementation & Management (Time Spent: 75%)
Coordination with APs and partners in daily/weekly implementation of project activities to meet project requirements and standards.
Coordinate with the WVV’s relevant departments/units (Operations, GAM, Finance, Administration, Livelihood technical program team and People and Culture etc) to establish and maintain management systems and procedures that deliver transparency, accountability and quality implementation
Verification of projects against approved Quarterly and Annual Plans of Action & Budget at district and grassroots level is built and maintained.
Sets up and builds technical capacity for project team
Workshops, training, and other capacity building activities are organized as per the POA and on a necessary basis.
The integration of the GC project with other AP projects in the field of animal husbandry/food security/nutrition and on-going projects of the government and other organizations on the related field is implemented.
“Good practices” on Livestock project implementation are documented and shared with other projects, APs, local partners and SO
Periodical reports in line with WVV and donors’ requirements, as well as other reports within responsibilities are prepared as per the deadlines.
Perform administrative tasks as assigned by the line manager.
3. Project Monitoring & Evaluation (Time Spent: 10%)
The logical framework and M&E system including M&E tools, indicators, targets are defined.
On-going progresses towards achieving project goals/Outcomes/Outputs are tracked and Mid-year and Annual Management Reports are prepared.
Baseline surveys and final evaluations are coordinated in coordination with the relevant ADP Managers and NC.
KNOWLEDGE – SKILLS – ABILITIES
Knowledge & Skills
Bachelor degree in Husbandry Science
Bachelor degree in Agriculture or Agriculture economics
Sound understanding on Economic and Agricultural Development and rural development.
Strong understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
Strong knowledge and skills on animal raising techniques
Sound project planning, management, monitoring and evaluation skills.
Good community mobilization skills, including networking/coordination among different stakeholders, especially local partners.
Good training and group facilitation skills
Strong command of report writing in Vietnamese
Good report writing and reading skills in English
Good computer skills in Word, Excel, Power point and email.
A good team player
Ability to travel extensively to the target ADPs in different district/provinces and live in a rural setting.
A minimum of 2 years’ experience working in Economic and Agricultural Development and at least 2 years’ experience in project management.
Work closely with AP teams
Project team members are based in different workplace.
Based in Minh Long or Son Tay district, Quang Ngai
Significant field work required.
Work with various stakeholders, local partners at different levels
