WVV Project Officer - TOCSE Project in Da Nang, Viet Nam
PURPOSE OF POSITION:
The position assists the Project Manager in start-up, implementation, and monitoring and evaluation (M&E) of the grant project “Tackling the Online Child Sexual Exploitation in Da Nang-Vietnam”, which aims at preventing online child sexual exploitation in 3 target districts: Son Tra, Hai Chau and Cam Le of Da Nang city.
ROLE DIMENSION / DESCRIPTION
1.Project start up (Time Spent 10%)
Provide clear orientation on the project for project stakeholders
Prepare annual Plans of Action & Budget with the participation from local partners and community and with support from manager
Liaises and builds partnership with local partners and communities
Performs other tasks assigned by the project manager
2.Project Implementation & Management (Time Spent 50%)
Coordinates with local partners in different level in daily implementation of project activities against approved POAs at city and grassroots level
Documents “good practices”
Organizes workshops, training, and other capacity building activities as necessary.
Performs administrative tasks as assigned by the line manager
Work with other departments, organization to integrate the project into their plan
Develop specific plan of Capacity building for the main stakeholders of the project with support of Project Manager
Project Monitoring & Evaluation (Time Spent 15%)
Collect information to record in project M&E system
Assist Project Manager and M&E cluster to conduct Baseline survey, Mid-term and final evaluations
Work with partners to ensure effective regular monitoring and reflection of the project activities
Liaison with relevant local partners and NGOs in Da Nang city promote project for the whole city (Time Spent 15%)
Liaison and effective relationships with other local partners, NGOs in project implementation and coordination in Da Nang are built and strengthened
Promotes project, project models and good practice to the whole city
Networking with local partners in the city
Reporting (Time Spent 10%)
Make periodical reports in line with WVV and donors’ requirements
Produce other reports within responsibilities are made in a timely manner
KNOWLEDGE – SKILL – ABILITIES
Education: A university graduate, preferably in social sciences
Knowledge & Skills
Strong command of report and proposal writing in English and Vietnamese.
Basic knowledge and understanding of key aspects of development work
Reasonable networking and diplomacy skills.
Sound project planning, management, monitoring and evaluation skills.
Basic understanding on online sexual abuse
Strong knowledge in computer applications including word processing and spreadsheets.
Team builder committed to the transfer of knowledge.
Willing to travel extensively and cover difficult assignments
Ability to think critically and reflect.
A minimum of 03-year experience in community development
Experience in program implementation, community mobilization and participatory approach would be an advantage.
Experience in capacity building for local stakeholders/partners.
