World Vision Vietnam (WVV) invites competent Vietnamese candidates for the position:

01 People and Culture Assistant – Working in Da Nang Office, Da Nang city.

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY16) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 450 staff, of which 99% are Vietnamese nationals.

In FY17, World Vision Vietnam is implementing 38 Area Development Programmes (ADPs) which operate in 5 zones: North (Hung Yen, Hoa Binh, Hai Phong and Dien Bien), Yen Bai – Tuyen Quang, Thanh Hoa, Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. A uniqueness of WVV’s ADP approach and structure is that team members are based at district level where the ADP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the ADPs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both ADP and non-ADP areas.

There are 7 members in P&CD team, including P&C Director and six P&C Officers. Each P&C Officer is in charge of all P&C functions in their assigned regions and provide overall expertise in specific functions for P&C department.

As one PnC staff is still new and need time to grow to take the full role of PnC Officer, WVV appoints her as PnC Assistant reporting to the PnC Officer.

PURPOSE OF POSITION:

  • To assist PnC officer to undertake all P&C functions in the assigned zone (Central and South) including Employment, Recruitment, Performance Management, Training and Development, Staff Engagement, Christian Commitment and P&C information management.

MAIN RESPONSIBILITIES:

1. Recruitment

  • Assist the immediate supervisor in processing the standard recruitment (including reviewing JDs/TOR, advertising vacancy, screening, shortlisting, interviewing, preparing written test, organizing fieldtrip, checking reference, and drafting job offer, preparing employment contracts) in an effective, timely, fair and transparent manner to select qualified candidate for the job

2. Employment:

  • Assist the immediate supervisor in processing orientations for new hires to equip them with knowledge & understanding on the WV’s organization & policy (using E-Orientation Manual)

  • Assist the immediate supervisor in separation process to ensure the compliance with WV’s Policies

  • Assist the immediate supervisor in monthly update all staff changes in the assigned zone to Social Insurance Partner (SI Hanoi) as well as Health Insurance Agency in an accurate and timely manner.

  • Assist the immediate supervisor in administering Insurance benefit/claims for staff in the assigned zone to be complied with Insurance package & regulations.

3. Performance Management:

  • Assist the immediate supervisor in introducing and promoting awareness for all the staff in the assigned zone about the performance management system to ensure performance management process (performance agreement, mid-year review and year-end review) of all the staff is conducted in a timely and professional manner.

  • Assist the immediate supervisor in reviewing, consolidating and sharing staff’s learning/ development needs with L&D P&C Specialist in order to establish an aligned National Learning Events Calendar to support staff to achieve their goals in a most efficient and cost saving way.

4. Learning and Development

  • Assist the immediate supervisor in facilitating the implementation of the potential successor management tools

  • Assist the immediate supervisor in providing input to succession plans and career development plans of the staff in the assigned zone, focusing on highly potential and committed staff.

5. Staff Care & Employment Engagement

  • Assist the immediate supervisor in facilitating staff engagement meeting and survey (Annual Our Voice Survey) to enhance the opened culture for the effectiveness of organization and other appropriate events to ensure well-being of staff. Provide assistance in responding to staff engagement survey results

  • Assist the immediate supervisor in facilitating the implementation of staff care initiatives and policies in cooperation with P&C Specialist to ensure well-being of staff

  • Assist the immediate supervisor in ensuring that the all the staffs enthusiasm and effort are recognized timely in appropriate events

  • Assist the immediate supervisor in making appropriate contribution to monthly P&C newsletter (update staff changes in the assigned zone, provide idea to P&C Specialist).

  • Assist the immediate supervisor in coordinating spiritual nurture initiatives for Christian staff as well as those who are interested in knowing more about Christian faith

  • Assist the immediate supervisor in coordinating Day of Prayer and Christmas/ Easter Celebration for all staff to share messages that reinforce the meaning of our work, and the sense of calling in helping the poor and disadvantaged children.

6. P&C Information Management:

  • Assist the immediate supervisor in maintaining up-to-date personnel profiles for all staff under zone in charge

  • Assist the immediate supervisor in filing all paper works in its correct section and in a timely manner. Out of date and irrelevant document are sorted out and to be stored away properly so that they can be retrieved quickly

  • Assist the immediate supervisor in maintaining & updating employee data/changes on Our People in a timely & accurately manner to use for reporting & decision making

  • Assist the immediate supervisor in providing P&C monthly reports and updates in a timely & accurately manner

  • Assist the immediate supervisor in providing statistic of the assigned zone as requires

7. PnC Specialist:

  • Staff service Recognition : Coordinate the service recognition to recognize staff completing long term service with WVV

  • E-Orientation: Assist the immediate supervisor in revising and updating the E-orientation materials.

JOB REQUIREMENTS:

Knowledge, Skills, Abilities:

  • A bachelor degree in a relevant field, Degree in Human Resource Management or Biblical Studies

  • Good written and spoken communication skills in English and Vietnamese.

  • Good interpersonal skills.

  • Demonstrated judgment and discernment skills, maturity and the ability to maintain strict confidentiality of staff and organizational records.

  • Ability touse effectively a variety of common office equipment.

  • Ability to facilitate and maintain a healthy employee relations that is in compliance with local employment legislation and WVV’ HR Policy.

  • Ability to research, plan, implement and administer cash remuneration and health & welfare benefits in alignment with the total rewards philosophies.

  • Ability to support performance management processes and systems, materials and training, to enable high performance.

  • Ability to work alongside line managers and other stakeholders as a strategic business partner

  • Be committed to working with and learning from poor and marginalized people, especially children.

  • Willing to support the philosophy, purpose and values of WV in its work with the poor in Vietnam.

  • Cross-cultural sensitivity.

  • Good knowledge on P&CM and P&C functions

  • Training/Coaching skills

Experiences:

2 year’s relevant working experience.

Work with various stakeholders, producer groups, businesses, local partners at different levels, World Vision Vietnam is a Christian humanitarian organization. Applicants having working experience in a similar kind of organization will be an advantage.
