WVV Community Engagement Specialist

Job Description

WORK CONTEXT / BACKGROUND:

Currently, World Vision Vietnam is implementing 37 Area Programmes (APs) which operate in 5 zones: North 1 (Hoa Binh and Dien Bien), North 2 (Yen Bai Tuyen Quang), North 3 (Thanh Hoa, Hung Yen, Hai Phong), Central (Quang Tri, Quang Nam Danang,) and South (Quang Ngai, Binh Thuan, DakNong and Ho Chi Minh City). WVVs APs usually focus within one administrative district of a province which populated by ethnic minority people with very high rates of poverty. A uniqueness of WVVs Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

In alignment with three ministry strategic objectives, WVV has developed three Technical Approaches (TA) and designed three Technical Programs (TPs): Child Protection, Nutrition and Livelihoods. Technical Programmes are national or sub-regional level programmes implemented by World Vision in multiple geographic locations within a country. They employ evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Approach (TA). TP are designed to ensure National Offices (NOs) achieve World Visions mission, which includes the highest impact for the well-being of children, in accordance with relevant TA and NO Strategic Objectives..

The Program Effectiveness Unit belongs to the Program Quality and Resource Development (PQRD) Department,which consists of 5 other units: Grant Acquisition and Management (GAM) Unit, three Technical Service Units (in line with the three Ministry Strategic Objectives) and HEA/DRR Unit.

PURPOSE OF POSITION:

To lead the community engagement process in WVV AP planning and implementation toward enhanced community ownership and sustained CWB.

To lead capacity building in community engagement and transformational development for WVV staff at zonal and ADP/AP levels and local partners (including PMB, VDB, and CBGs).

  1. Technical Guidance

  • Involve in the development of AP Planning guidelines/manual for WVV

  • Support APs in planning and implementing the AP Community engagement and Sponsorship Plan (CESP).

  • Provide guidance to APs on implementing the annual Community Review and Planning (CRP), including the AP Program effectiveness self-review and Program Accountability Framework.

  • Provide technical guidance and support on how to develop and implement micro projects

  • Provide technical support to TP managers to ensure DPA is well applied in each TP.

  • Provide guidance to APs for promoting local partnering in sustaining CWB

  • Guide and consolidate results of annual VDB, PMB review using WVV checklists from APs

  • Produce National CESP report (if required)

  • Community Reviewing and Planning Guidelines is available, contextualized and followed by APs

  • APs and partners are equipped with DPA/CESP including micro project.

  • PESR and PAF are completed annually by APs and consolidated at NO level

  • CE indicators in CESP logframe/ITT are tracked and reported bi-annually.

  1. Technical Quality Assurance

  • Review AP Plans, annual POAs, and CESP report to ensure its alignment with National Strategy, National CESP.

  • Participate/lead annual M&E activities as scheduled by PEU.

  • Provide periodic monitoring, reflection and supervising visits to the APs to ensure the quality of the CESP implementation.

  • Identify and document best practices and good models for purpose of advocacy and replication.

  • CESP is implemented by APs

  • Quality Assurance Standards about Planning, POA making, Implementation, Monitoring and Evaluation are met by the relevant APs.

  1. Capacity Building

  • Facilitate TOT trainings on AP Community Reviewing and Planning (CRP) for zonal Programme Effectiveness Officers (PEO), Technical Program officers (TPO) and AP staff.

  • Support APs in identifying the capacity building needs of the local program management systems including district, commune PMBs, HFs and members of CBOs.

  • Provide technical support to ADP/APs in capacity building of community engagement activities for local management system.

  • Provide inputs to AP for developing suitable training curriculum/methodology/approaches for capacity building relating to community engagement.

  • Conduct capacity building activities for TPOs, PEOs, and AP staff in relating to community engagement and transformational development (i.e. TOT; on-site coaching, CE learning network events).

  • Staff at AP and zone level, and key partners are technically competent in engaging community in sustaining CWB.

  1. Advocacy and Networking

  • Network with agencies and NGOs in Vietnam and other WV offices in the Asia Pacific Region are built and maintained to facilitate ongoing staff development, development of civil society, performance improvement and identify promising community engagement practices.

  • Support Advocacy events at provincial levels (select, share and promote evidence-based project model for replication by relevant provincial Department).

  • Represent WVV at GC and Regional Communities of Practice.

  • Advocacy activities planned in the TPs are effectively implemented with support from PMB and VDB.

  • ADP staff and key partners Guidelines/lesson learnt of GC and Regional Communities of Practice are refereed during the TP design and implementation of WVV.

  1. Resource Acquisition

  • Coordinate with OD and GAM unit to write grants which relates to strengthening civil society; organizational capacity building for local NGOs, CBGs.

  • Provide technical support for implementation and evaluation of grant/ PNS projects.

  • Additional funding resources are acquired to build capacity for CBGs, micro projects.

  • Relevant donor requirements are met.

JOB REQUIREMENTS:

Knowledge, Skills, Abilities:

- A bachelor degree in development or related fields

- Master degree is preferred

- Strong facilitation and communication skills.

- Good working knowledge in using participatory tools like PRA, and appreciative inquiry.

- Strong influencing and cooperation building skills.

- Good Vietnamese and English speaking and writing skills.

- Good computer skills.

- Good skills and experience in training and capacity building at grass root level and in developing grassroots organizations in Vietnam context.

- Knowledge of community development work, development projects, M&E and Management Information System.
