PURPOSE OF POSITION:

World Vision seeks a Water Technical Advisor for the proposed USAID/Food for Peace -funded multi-year Emergency Food Security Program (EFSP) in Nepal. The Water Technical Advisor will be responsible to provide technical leadership across all project’s irrigation, watershed management and conservation programming, and to lead the implementation of conservation activities, and ensure the project’s annual KPIs and targets related to watershed management and conservation are achieved. The objective of the watershed management and conservation project is to facilitate development and effective implementation of irrigation, watershed management and conservation plans to promote community based initiatives aiming to increase the resilience of children, communities, as well as local government officials to be better prepared for water resource management and conservation.The Water Technical Advisor should have extensive experience in designing and implementing irrigation, watershed management and conservation activities as they are practiced in the context of humanitarian response, longer term early recovery and food security programs. The Water Technical Advisor position will also manage relationships with external partners/networks and works in close coordination with the provincial and local government and stakeholders and field offices within the project. S/he will also provide technical guidance and supervision of sub-grantees and/or sub-contractors on water related interventions in the project.

KEY RESPONSIBILITIES:

30% - End Result Expected -EFSP goal and impact are achieved through effective and efficient project implementation in close cooperation with the project implementing partners and stakeholders.

  • Lead implementation oversight for the irrigation, watershed management and conservation component of EFSP;

  • Coordinate with field team for the irrigation, watershed management and conservation activities implementation

  • Work with field team to ensure the irrigation, watershed management and conservation plan related budgeting, preparing details up to date implementation plan and operational strategy in line with project strategy and communicate these to project team and partners;

  • Ensure quality project planning and set up a monthly progress tracker of the project

  • Clarify with field teams on nature of this project, reporting process, quality and timeline;

  • Ensure implementing NGO partners are equipped with resources to deliver the project objectives;

  • Cooperate and provide assistance to the consultants hired under the project;

  • Timely in-field monitoring and supervision of activities are taken place;

  • Ensure and monitor the allocation of resources in the most efficient and cost effective way while aiming for the highest quality of implementation;

  • Monitor on monthly basis actual expenditures and compare them with the implementation model, budget requirements, review the budget if needed with the Finance team and other stakeholders who are implementing the project;

  • During activity implementation, conduct periodic quality monitoring visits to project sights to assess whether activities are being done to the required standards. For example, if a series of trainings is being conducted, attend a random sample of these to assess the quality of delivery;

  • Develop and maintain the tracking tools to measure and monitor progress of all the irrigation, watershed management and conservation activities;

25% - End Result Expected-Technical leadership on irrigation, water and watershed conservation and management component of EFSP

  • Develop and implement field capacity building plan to ensure field staff and PNGOs are equipped to implement the irrigation, watershed management and conservation activities and achieve the targets. Measure, track and report on field level technical competencies/capacity;

  • Train, mentor, coach and provide regular on-going advice to field staff to build capacity to implement quality water and watershed conservation and management programming and successfully reach the most marginalized groups through EFSP programming;

  • Facilitate for building capacity of Project Team at the district level, implementing partners and targeted beneficiaries;

  • Provide in-field support for Field Offices during key events to strengthen programming quality and results;

  • Work with project team and coordinate across Field and Partner staff to ensure the development and regular use of all technical tools necessary for the successful implementation of the irrigation, watershed management and conservation interventions– including implementation guideline, quality benchmark, training materials, training curriculum, information materials, BCC materials and other resources;

  • Develop and deliver training and capacity building for field staff to ensure adequate competencies at field/partner level to deliver all necessary components of the irrigation, water and watershed conservation and management interventions to ensure project targets achieved;

  • Sharing of lessons learnt and best practices from major activities implemented;

  • Communicate with Field staff and PNGOs to ensure they understand project compliance requirements and audit results, and that all staffs understand the project compliance system and follow it accordingly.

20% - End Result Expected - Work relationship with internal/external stakeholders developed and sustained

  • Develop strategic relationship and partnership with key stakeholders;

  • Represent the project in selected provincial and local level meetings and workshops;

  • Interact, build and nurture effective working relationships with relevant GO/NGOs, Agencies, and Civil Society Organizations in order to foster, strong networking, coordination, collaboration and partnership at provincial and local level for irrigation, water and watershed conservation and management activities initiatives;

  • Serve as a resource person for disseminating knowledge and skills on water and watershed conservation and management to GO/NGO and other institutions;

  • Establish adequate referral linkage of project target groups with the appropriate service providers, policy makers and other stakeholders;

  • Educate on the project specific advocacy issues and plans to partnering I/NGOs and other relevant stakeholders;

20% - End Result Expected - Deliver high quality reports and evidences from the project

  • Quality monthly, quarterly, annual and other progress and financial reports are produced and submitted and documented in time aligning with project design and donor requirement;

  • Develop progress reports as and when required;

  • Maintain database management in Horizon for Projects as per requirement;

  • Qualitative reporting and implementations models ensured;

  • Collect evidences of good practices from district in regular basis and share with project team.

5% -End Result Expected- Highly engaging and performing team

  • Increasing demonstration and understanding of and commitment to EFSP project’s Core Values in the approach to work and relationships;

  • Performance review completed and development goals achieved;

  • Anything else requested by the Line Manager contributing to organizational targets.

Education and Experience Required:

  • A master’s degree in engineering or watershed ; or a degree in relevant field with substantial experience in irrigation, water and watershed conservation and management programming with a minimum of five years of professional experience in designing and implementing similar projects in the context of humanitarian response.

  • Demonstrated experience in leading similar project of a large award (multi sectoral and multi stakeholder US Government funded project).

  • Knowledge of and familiarity with international assistance program preferably USAID Office or Food for Peace (FFP) policies.

  • Strong conceptual knowledge about ToCs, logic model, resilience indicators, irrigation, water resource management and conservation and is relation to food security, data quality assurance, data utilization, and gender integration into M&E.

  • Demonstrated expertise and experience in developing and operationalizing monitoring system for irrigation, watershed management and conservation interventions

  • Familiarity with development theory, food security, community based irrigation and water resource management, DRM frameworks; Vulnerability and Capacity Assessment

  • Knowledge of and familiarity with international assistance program requirements, preferably USAID Office or Food for Peace (FFP) policies.

  • Strong interpersonal skills and ability to work cross-culturally with diverse teams.

  • Strong verbal communication skills, strong presentation and report writing skills.

  • Ability to achieve results through partners.

  • Experience in the areas of irrigation, watershed management and conservation required.

  • Experience working with sub-recipients and contracts under grants for complex projects.

  • Excellent oral and written communication skills in English

  • Professional licenses, as required in the field and by the donor.

Preferred Skills, Knowledge and Experience:

  • High level of practical knowledge on food security, irrigation, watershed management and conservation

  • Practical knowledge in local solutions for irrigation, watershed management and conservation

  • Good knowledge of development work and humanitarian emergencies in low resource context

  • Good media relations and advocacy skills

  • Strong experience and recognized expertise in models and methods of training, facilitation and capacity building, and organizational development for staff and communities

  • Understanding and experience in working with children and communities in Nepal

  • Previous experience with Emergency Food Security Program (EFSP) Development Food Assistance Programs (DFAP)s, Development Food Security Program (DFSA), Multi Year Assistance Programs (MYAP)s, and/or Development Assistance Programs (DAP)s is preferred.

Work Environment:

Mandatory travels to implementation sites as required.
