Deputy Chief of Party - Stop GBV II

Job Description

Position: Deputy Chief of Party - Stop GBV II

Location: National Office – Lusaka

Reports to: Chief of Party

Purpose of the position

To provide expert and experienced oversight, management, technical support and leadership of the project implementation with the technical staff of the program management unit and partner program managers in order to complete activities per USAID approved annual detailed implementation plan, and achieve results in line with annual PEPFAR targets. The Deputy Chief of Party will provide technical expertise in GBV survivor support and prevention. The DCOP will take the lead role in developing and overseeing the annual work plan in compliance with donor policies and regulations. She/he will support the Chief of Party in development of essential strategy for the project.

Major Responsibilities

  1. Formulation of strategy, review programming and share lessons (with COP and rest of SLT)

  • Participate with the senior leadership team in development and review of strategies and policy

  • Implementation of program within set frameworks, strategies and policies

  1. Manage and coordinate development and implementation of program implementation instruments including DIP, and others (with PMU staff and partners)

  • Provide leadership coordination of the partners and ensure that managers submit their semi-annual and annual reports.

  • In coordination with the COP, provide leadership to the implementation of additional projects and grants,

  • Plan, coordinate and supervise the implementation of the STOP GBV strategic objectives by working closely with the STOP GBV partner organizations Program Managers, GRZ and other stakeholders.

  • Ensure that project activities are carried out in a timely fashion per USAID approved work plan, and that the project achieves results in line with its annual PEPFAR- targets in each program area.

  • Ensure smooth running and implementation of sub grants program

  • Keep track of program burn rates for timely implementation of the program

  • Provide leadership coordination of the partners and ensure that managers submit their semi-annual and annual reports and work with the Senior M&E Technical Advisor to review reports from consortium partners on STOP GBV II.

  1. Maintain close collaboration and networks and engage with external partners and GRZ (with COP)

  • Participate in high level representation activities with senior GRZ, USG officials and other partners (including other USG programs).

  • In collaboration with the COP, mobilize resources to wrap around STOP GBV II Program

  1. Supervise and coordinating with the technical team for strategy development and implementation (with STA and rest of SLT)

  • Ensure that STOP GBV II carries out Project activities and interventions in line with program strategies and modifying strategies as recommendations are provided through monitoring processes.

  • Provide leadership and ensure dissemination of information, sharing of best practice in tandem with the various Technical Working groups

  • Coordinate integration of technical strategies

  1. Lead development of sustainability strategy of the program (with rest of SLT)

  • Supervise the transitioning and sustainability efforts of the OSCs

Ensure the smooth running and implementation of sub grants program across the partnership towards transition and sustainability.

Qualifications/Education/Knowledge/Technical Skills and Experience

  • BA in Social Sciences or higher qualifications in management field or Social Sciences (Masters degree preferred)

  • At least 5 years of relevant and successful project management experience including strong track record in working with PEPFAR and USAID and on USAID funded projects. Must be well-versed in relevant USG policies, rules, and regulations.

  • Demonstrated positive record in working with PEPFAR, USAID, USG Zambia, NGOs, Development Agencies and Government entities.

  • Strong staff and institutional capacity development skills.

  • Able to build productive relationships with partners and local, national and international organizations.

  • Develop and implement effective partnerships with private sector entities.

  • Strong cross-cultural, analytical, interpersonal, organizational and communication skills.

  • Excellent computer and ICT skills (MS Word, MS Excel and Power Point, Access)

  • Extensive experience working with Zambian Government agencies.

  • Excellent reporting abilities

  • English language skills

Other Competencies/Attributes:

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate/lead in daily devotions and weekly Chapel services.

  • Perform other duties as required.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 10% Domestic/international travel is required.
