Finance and Administration Manager

Job Description

Position: Finance and Administration Manager - GBVSS


Purpose of the position:

Provide day to day supervision and management of the GBVSS Project Finance and Administration department with a view to ensuring financial stewardship, accountability, reliability and accuracy of financial reporting and information. Ensure that accurate financial reports are in a timely manner and presented before Senior Leadership Team. To coordinate Financial operations of the GBVSS Project consortium by ensuring implementation of donor and GAAP requirements in order to promote stewardship of World Vision GBVSS resources.

Provide training and guidance to both Finance, Administration and operational staff in USAID grant management regulations to ensure compliance with the Grant requirements.

Major Responsibilities:

A. Ensure compliance to USG and WV regulations and sub partners policies and procedures.

  1. Ensuring that each partners’ expenditure is incompliance with USG regulations and the sub-recipient agreements signed with WV.

  2. Manage all financial, compliance and administrative matters for the PMU and advise the GBVSS Chief of Party on any matters requiring attention.

  3. Oversee the Accounting and Administration sections to ensure the effective operation of the Unit.

  4. Provide oversight to GBVSS sub partners finance Teams

  5. Conduct regular Financial reviews for sub partners and the STOP GBV local primes (WLSA & ZCCP)

  6. Be a Liaison with WVUS and the WVZ GBVSS to revise annually the sub agreements with the sub partners

B. Financial Reports:

  1. Prepare accurate and timely financial report to WVUS, donors and the WVZ Grants Manager.

  2. Prepare Accruals to USAID and request for additional obligation when need arises.

  3. Ensure that the consortium expenditures are in accordance with the approved budget

  4. To review Partners monthly financial reports and ensure accuracy of the reports and advice if need amendments

  5. Review of GBVSS partner’s and One Stop Center transactions / expenses ; Allowability, Allocability and necessity in attain the grants core objectives

  6. To Prepare and analyze special project monthly financial reports and advice accordingly

  7. Reconcile the GBVSS partner ‘s funding accounts

C. Planning

  1. Review and prepare the GBVSS and sub partners budgets on an annual basis

  2. Coordinate the annual operating plan and Budget to be submitted to USAID local mission.

D. Coordinate Audit

  1. Coordinate and Facilitate annual financial audit and ensure that the minimum “Acceptable audit rate” according to World Vision Partnership requirements is reached

  2. Support sub partners with their audit and ensure that it is compliant o the donor and WV requirements

  3. Share audit report with all required audiences

E. Sub Partners Contracts

  1. Ensure that expenses are according to the signed agreement

  2. Visit regularly the GBVSS partners and OSC for reviewing the expenses and ensure compliance with the signed agreement and donor regulations

  3. In conjunction with GBVSS partner do Partners sub grantee pre-approval survey,

  4. Facilitate modifications of contracts with sub partners

  5. Conduct a financial review of the transactions and ensure appropriate documentation are attached

F. Capacity Building for Sub partners and Local Primes

  1. Identify financial capacity building needs for sub partners and Local Primes

  2. Conduct regular financial TWG meetings

  3. Conduct quarterly financial reviews


  • At least 4 years’ experience with financial management of a USG-funded contract or grant.

  • Demonstrated working knowledge of USG rules and regulations, particularly code of federal regulations 2 CFR 200 and 2 CFR 2900.

  • Proven skills in training and capacity building

  • Thorough knowledge of MS office and computerized accounting system

  • Ability to work effectively with minimal supervision

  • Strong communication skills in English & oral and written

  • Cross cultural sensitivity , flexible worldview, emotional maturity and physical stamina

  • Ability to work in and contribute to team building environment

  • Ability to maintain performance expectations in diverse cultural contexts and stressful environments

  • Strong analytical and computer skills, especially with accounting software, spreadsheets and financial analysis

  • Strong leadership and management skills

  • Willingness to travel frequently.

Qualifications/Technical Knowledge & Experience

  • University degree in accounting and/or finance, Business Administration, Master’s degree in Accounting and finance Management, Business Management or Business Administration

  • Full ACCA, CIMA and Grants certification

  • 10 years’ work experience with five in USG Grants Management

  • Thorough and demonstrated knowledge of accounting principles, financial systems and grant accounting

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 20% Domestic travel is required.
