Job Title: Program Manager

Location: Mutare

Purpose of the Position

To manage the project in line with internal guidelines and donor regulations.

Major Responsibilities:

  1. Overall Project Management Function

  • Coordinates, reviews and consolidates project team members Individual Operating Plans.

  • Provides input into programme design and development processes

  • Represents WV at Provincial meetings and provides feedback to the Deputy Chief of Party (DCOP) through meetings and reports

  1. Project Planning

  • Reviews and analyses project documents such as proposals, results framework and budget.

  • Develops, reviews and updates project implementation plan (including project staffing, procurement, financial and vehicle use and other resources) and submits to the DCOP

  1. Project Implementation

  • Leads internal project start up processes and activities

  • Provides input into consortia led start-up activities with staff and stakeholders such as partners, Government, communities

  • Oversees the implementation of the districts project work plan

  • Provides oversight and technical assistance to district project staff and implementing partners as per approved work plan

  • Coordinates staff inputs to the Consortia M&E and Technical Working Groups

  1. Stakeholder Coordination

  • Serves as the focal point for WV’s operational and contractual responsibilities and coordinates with the SO Technical Leads

  • Ensures engagement of external stakeholders in WV’s ENSURE districts of operation through the District Coordinators

  1. Project Reporting

  • Receives project information from the District Coordinators and prepares project reports in compliance with donor and internal requirements

  1. Management of Staff

  • Develops staff on overall project objectives, implementation strategy, reporting systems and internal controls

  • Carries out ongoing evaluation of staff, identifies performance strengths and deficiencies, and arranges for necessary action (for example further on the job training);

  1. Financial Control and Budget

  • In collaboration with Grant Accountant, prepares monthly and quarterly forecasts and implements project activities in line with budget and approval limits in compliance with donor requirements and internal policies

  • Reviews project expenditure reports on a monthly basis and donor reports monthly and quarterly and provides feedback to Finance

  • Discusses performance against the budget with the DCOP and SO Leads and the Grant Accountant and takes corrective action

Qualifications and Skills:

  • Degree in Agriculture/Development Studies/Business Administration/ Management/ International Development or other relevant technical sector, plus post graduate qualifications in a professional discipline.

  • 5-6 years relevant experience in community development/ humanitarian work, with minimum of 3 at a supervisorial / managerial level

  • Donor engagement experience.

  • Ability to lead effective long and short-term planning.

  • Ability to align team goals with vision/mission/strategy.

  • Ability to maintain strong links with other NGO’s, community structures and government agencies.

  • Clean Class 4 Driver’s License a must.
