Position Title: Health and Nutrition Technical Program Manager

Reports to: Integrated Programs Director (with Matrix Reporting to Strategy, Evidence and Learning Director)

Purpose of the position:

To manage health and nutrition program and provide technical leadership in the program design, implementation, coordination and monitoring of World Vision (WV) Health and Nutrition Technical Program for achieving improved maternal, newborn and child health and nutrition contributing toward. The incumbent will be the primary contact for the organization on matters relating on Health and Nutrition and will be responsible for profiling World Vision Zimbabwe in all relevant networks and technical working groups as well as contribute to the successful acquisition of funding for the sector.

Program Management and Reporting

  1. The position is responsible for defining and refining the WVZs Technical Approach and Health and Nutrition Technical Program to be implemented in the country, consistent with the National Office Strategy.

  2. Responsible for setting and enforcing relevant sector standards to be adhered to by implementing staff and partners for quality programming.

  3. Develop, select and/or adopt relevant tools, models and protocols to aid in program implementation by the program staff

  4. Supports Area Program (AP) and Grant managers to adapt Technical Programmes for implementation in the local area

  5. Supports Technical Program (TP) implementation in APs and grants; implements activities outside AP e.g. national-level activities

  6. Contribute to the compilation of the TP baseline, monitoring and evaluation

  7. Responsible for working with the Strategy, Evidence, & Learning Director (Quality Assurance), the QA Specialist and other Technical Specialists in compiling the Annual report and any other reports that may be required.

  8. Ensure Health and Nutrition TP budgets are properly managed for efficient and timely implementation of activities in the Area Programs as well as grants.

Program Development and Grants Acquisition

  1. Responsible for ensuring that the Health & Nutrition Technical Program is adequately funded and supported with the appropriate technical capacity.

  2. To participate in proposal writing and donor engagement

  3. Represent World Vision Zimbabwe (WVZ) in relevant national technical working group, regional or international meetings as appropriate

  4. Determine the needs of the primary focus areas and funding deficit in collaboration with relevant Program Managers for focused Programmes intervention.

  5. Work with the Grants Acquisition team to preposition, establish donor linkages, develop and market fundraising products (concept notes, proposals) in order to mobilise additional funding for the Health technical Programme.

  6. Work closely with the Grants Acquisition team and Communications to develop products and tools for external engagement and profiling WV Zimbabwes Health Program

  7. Manage all Health TP related grants and privately funded projects to meet stakeholders requirements and project objectives.

Networking and Liaison

  1. Lead in strategic networking with relevant donors, government ministries and other stakeholders at various levels with the aim of profiling WV Zimbabwes work in the sector.

  2. Collaborate with the Advocacy team to influence policy enactment and implementation related to Health and Nutrition TP-VAC issues.

  3. Represent WV Zim in various key meetings at national level including Technical Working Group (TWG) for alignment to National priorities.

People management

  1. Provide coaching and mentoring in the Health & Nutrition Technical Program including reviewing their annual Performance Agreements and Annual Appraisals in collaboration with their respective supervisors.

  2. Conduct periodic field monitoring to ensure planned activities are being implemented on budget, time and at recommended industry standards.

  3. Support staff recruitment and orientation in order to attract and retain talent to deliver program interventions.

Programme Effectiveness, Learning and Quality Assurance

  • Lead in sector specific and/or integrated research and learning initiatives by developing research concepts for approval by the Strategy, Evidence & Learning Director, and undertake the proposed research with a view to generating lessons and knowledge for program effectiveness.

  • Manage quality implementation and monitoring of all Health technical programs within scope, time and budget.

  • Produce a consolidated annual/semi-annual National Report for the Health Technical Program for sharing with support officers, donors and other stakeholders

  • Support the documentation and dissemination of promising practices from WV Zim operational areas for future programming.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification and experience required:

  • Master’s degree in Health related discipline with a minimum of 5 years’ experience leading a Health program.

  • A Degree in Public Health, medicine, nursing, nutrition or strong Health technical background.

  • Proven experience and track record in successfully engaging with international donors, including revenue / grant acquisition

  • Leadership and Team Work abilities

  • A minimum of three years with demonstrated skills and professional experience in managing Health and Nutrition implementation and management

  • Project management and design experience, as well as project implementation and monitoring & evaluation

  • Excellent interpersonal, organizational, time management, demonstrated leadership and good management ability

  • English communication skills (oral and written)

  • Strong detail orientation and negotiation skills

  • Computer literate in Word, Excel, PowerPoint

  • Cross-cultural sensitivity, flexible worldview emotional maturity

  • Capacity to function well in a team and contribute effectively to team efforts
