JOB TITLE: MONITORING & EVALUATION MANAGER

*Position is contingent upon donor approval*

PURPOSE OF POSITION

World Vision is looking for Monitoring and Evaluation Manager (M&E) Manager for an upcoming Zimbabwe USAID Family Planning Reproductive Maternal New Born Adolescent and Child Health (FP/RMNACH) Opportunity.

The (M&E) Manager has overall responsibility for providing coordination and leadership for monitoring and evaluation of the grant, including formative investigation (pre-intervention baseline), ongoing data collection, and summative research evaluation (post-intervention). The M&E Manager would also be responsible for the evaluation that will sum up the grant’s accomplishments in accurate and objective way. The manager will strengthen the capacity of the AM&E team, and the wider project implementing staff and will be responsible for ensuring the relevance and application of M&E and accountability products in project design, quality management and accountability to donors and project stakeholders.

The Monitoring and Evaluation (M&E) Specialist will also support local partners in establishing their M&E and reporting systems and provide technical assistance to improve their understanding of project evaluation and a performance-based management approach. In addition, to monitoring and evaluation, the position will support reporting activities, including the training of staff.

MAJOR RESPONSIBILITIES

Planning

  • Develop the overall framework for grant M&E in accordance to the design document and donor requirements

  • Identify the core information needs of grant management, partners, and funding agencies; Participate in development of the annual work plan and budget, ensuring alignment with technical strategy

  • Foster participatory planning and monitoring by engaging primary stakeholder groups in the M&E of activities

Pre-Implementation

  • Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity

  • Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.

  • Identify the requirement for collecting baseline data, prepare terms-of-reference for and arrange the conduct of a baseline survey, as required.

  • Develop the overall framework for project M&E in accordance to the project and document M&E plan.

  • Conduct readiness assessment regarding M&E.

  • Identify the requirement for collecting baseline data, prepare terms-of-reference for and arrange the baseline survey, as required.

  • Clarify M&E responsibilities of different project personnel.

  • Contribute to the development of the annual work plan, ensuring alignment with project strategy, agreement on annual targets and inclusion of M&E activates in the work plan.

  • Clarify process for monitoring and evaluations on partners.

  • Prepare calendar of M&E activities and detailed budgets.

  • Develop and implement quality assurance systems to ensure high quality of project products in collaboration with program technical managers

  • Develop, contextualize and improve systems, tools and resources for implementing accountability in the MNCH project

  • Contribute to the program risk management framework including providing leadership on appropriate context and risk monitoring frameworks to support adaptive program management. Lead on the provision of evidence to inform program milestone and target renegotiation as appropriate.

Monitoring and Evaluation Implementation/Execution

  • Oversee and execute M&E activities with particular focus on results and impacts as well as in lesson learnt

  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed

  • Clarify and/or facilitate process for monitoring and evaluations of sub-grantees

  • Identify the need and draw up the ToRs for specific studies; Recruit, guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts

  • Oversee and execute M&E activities included in the Annual Work Plan, with particular focus on results and impacts as well as in lesson learning.

  • Design the framework for the physical and process monitoring of project activities.

  • Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.

  • Assist in the development of project reports with staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission of ad-hoc, monthly, quarterly and annual reports.

  • Prepare consolidation progress reports for project management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations.

  • Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications of future action.

  • Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities.

  • Monitor the follow up of evaluation recommendations.

  • Organize (and provide) refresher training in M&E for project and implementing partner staff and primary stakeholders with view of developing local M&E capacity.

  • Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.

  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions to improve knowledge management activities

  • Draft tools and their revisions as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)

Capacity Building/Continuous Learning, and documentation

  • Design and implement a system to identify, analyze, document and disseminate lessons learned

  • Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications of future action. If necessary create such discussion forums to fill any gaps.

  • Support project/program staff on ways to properly document, organize and capture program progress

  • Network with external and WV internal partners to promote learning and achieve M&E excellence

  • Consolidate a culture of lessons learning involving all project staff and allocate specific responsibilities.

  • Ensure that ToR for consultants recruited by the project also incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system described above.

  • Document, package and disseminate lessons not less frequently than once every 12 months.

  • Facilitate exchange of experiences by supporting and coordinating participation in any existing network projects sharing common characteristics.

  • Identify and participate in additional networks, for example scientific or policy-based networks that may also yield lessons that can benefit project implementation.

  • Collaborate with program technical leads to develop and adapt evidence-based M&E and learning products.

  • Understand and provide leadership on the synergies between monitoring and accountability systems for information for management decision making.

KNOWLEDGE, SKILLS AND ABILITIES

  • A minimum of a Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline

  • 6-10 years’ experience working for an international agency (preferably in the health field) at a managerial level in monitoring and evaluation and relevant community development/training and capacity building experience.

  • Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches.

  • Demonstrated ability to transfer knowledge through informal and formal trainings for national and International staff. Experience converting capacity building activities to on-the-ground implementation.

  • Computer proficiency in word processing, database, spreadsheet and graphics presentations, including one or more of the following programs: SPSS, Excel, Lotus, Access.

  • Knowledge and experience with WV international Design, M&E Systems, and donor expectations of M&E.

  • Clear understanding of the workings of major donors, INGOs and UN agencies;

  • Good understanding of Sphere, HAP, Good Enough Guide and adherence to the Red Cross and NGO Code of Conduct;

  • Excellent communication analytical and writing skills.

  • Demonstrated ability in collaborative/team work.

  • Excellent analytical/problem-solving skills and detail orientation;

  • Experience in training, community consultation and systems development;
