Monitoring and Evaluation Officer

Job Description

Title: Monitoring and Evaluation Officer

Reports to: Monitoring and Evaluation Manager

Location: Mutare

Purpose of the Position:

The Accountability, Monitoring and Evaluation Officer is responsible for setting up and managing operations of the ENSURE Humanitarian Accountability, Monitoring and Evaluation system to support programme management and accountability functions. The incumbent contributes toward the relevance, effectiveness and efficiency of World Vision programming.

Major Accountabilities/ Responsibilities:

Knowledge

  1. Expand technical knowledge base of monitoring and evaluation standards and initiatives and serve as a resource person, providing conceptual and practical best practice expertise;

  2. Mentor the Monitoring and Evaluation team members to become highly technical in monitoring and evaluation processes and systems, through updating the IPTT, tracking progress of implementation and ma

  3. At a minimum, understand and be able to convey to others complex program data through training, briefs etc up to date information and resources for minimum standards for monitoring and evaluation of projects and programs such as the LEAP, Sphere and FANTA guidelines.

  4. At minimum, understand and be able to convey to others the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standard (Humanitarian Charter and Participation Standard), USAID donor requirements and WV Zimbabwe accountability guidelines

  5. At a minimum understand the Indicator Performance Tracking Table,( IPTT), Significant Indicator Deviation Table (SIDT) and USAID Performance Indicator Reference Sheet( PIRS)

Technical

  1. Lead the implementation of the technology enabled MEAL system for the Enhancing Nutrition and Stepping Up Resilience (ENSURE) food security project that covers Disaster Risk Reduction, Agro-enterprise, health and nutrition, WASH and gender interventions.

  2. Develop performance tracking systems to provide timely information for management decision making.

  3. Conducting data quality assessments to improve systems and data quality.

  4. Develop research methodologies for special studies commissioned by World Vision and the donor.

  5. Participate in evaluations and other special studies like the Beneficiary Based Process and Outcome monitoring survey.

  6. Provide training to staff and partners on MEAL data collection and analysis.

  7. Compile quarterly and annual results reports for submission to the donor and stakeholders.

  8. Maintain an up to date Village Savings and Lending Groups data tracking system (SAVIX) that provides timely and accurate information.

  9. Lead the gross margin and value of incremental sales data collection and analysis in each FY.

  10. Manage the ENSURE online database system which includes supporting data entry, analysis and reporting to ensure timely and quality reporting to support management decisions.

  11. Managing complex information generated by MEAL activities, beneficiary database (complaints databases and quantitative and qualitative outcome monitoring data systems

  12. Manage the interface between the ENSURE database system and the Last Mile Mobile Solution (LMMS) system.

    Collaboration

    • Collaborate with implementing partners and primary stakeholders to develop feasible and effective discussion events where A, M&E data are analysed and programming action is agreed upon

    • Organise and facilitate trainings on A, M&E functions for capacity development and awareness among relevant World Vision staff and implementing partners.

    • Work together and build productive working relationships with district teams( Chipinge, Chimanimani and Buhera) to operationalise Accountability, Monitoring and Evaluation;

    • Proactively build relationships with key stakeholders for referrals, sharing data and resources, coordinating activities as appropriate

    • Guide and liaise with external consultants and individuals sub-contracted to implement special surveys or studies required for evaluating project effects and impacts

    • Conduct coaching for performance with A, M&E facilitators

Qualifications and Skills:

  • A degree in social sciences, statistics, development studies and other relevant disciplines.

  • At least 5 years direct experience in design and implementation of A,M&E systems; including qualitative and quantitative approaches to assessment monitoring, of USAID grants an added advantage

  • Experience in participatory assessment, monitoring and evaluation, training and facilitation, data processing or analysis

  • Commitment to understanding international humanitarian standards, especially the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian Accountability Partnership (HAP) Standard;

  • Ability to communicate and work with beneficiary communities and stakeholders with professionalism, compassion and as a representative of the organization

  • In-depth working knowledge of computer based statistical packages including SPSS, CsPro, Epinfo and Excel; and information dissemination software

  1. Good report writing and information dissemination skills

  2. Good knowledge of and experience with humanitarian guidelines and principles

  3. Good contextual knowledge of local community and social/cultural constraints, realities and organisational relationships for effective project design and implementation

  4. Good human resources management skills

  5. Ability to organise and facilitate capacity building/ enhancement for staff.

  6. Ability to verify data quality

  7. Ability to speak Shona, Ndebele and other local languages.
