Project Team Leader

BACKGROUND

World Vision seeks qualified Project Team Leader candidates for an anticipated livestock value chain project in Zimbabwe, to be funded by the European Commission (EC). If World Vision is one of the successful bidders, World Vision and its partners (consortium) will support the development of a strong, competitive Beef Value Chain (BVC) that promotes enhanced trade, employment creation, food security and inclusive green economic growth; as well as improving the enabling environment for a sustainable and inclusive BVC in Zimbabwe. The project seeks to create sustainable systemic changes in BVC, strengthening existing partnerships and forging new ones with key stakeholders (Government of Zimbabwe, private sector partners, Livestock Meat Advisory Council, small to medium farmer groups, associations, and financial institutions) - to transform the current subsistence communal farming sector to a more sustainable commercialized beef industry.

KEY RESPONSIBILITIES

Leadership and program deliverables

  • Provide overall leadership, management, and general technical direction for the entire project, ensuring an integrated vision among diverse components and actors, and focusing on achieving the desired results.

  • To provide overall leadership for the program and ensure it meets targets and set deliverables.

  • Ensuring that the program is implemented according to its design, quality standards, and schedule.

  • Providing Leadership in mitigating, monitoring and escalating issues to assure resolution of all operational, context/exogenous and performance risks.

  • Supervision of program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors

  • Ensure effective program implementation through ongoing donor engagement on programmatic performance and revisions in a timely manner.

  • To cultivate a culture of collaboration and innovation to assure program delivery strategies achieve ambitious program targets and outcome level results.

  • Overseeing the preparation of program reports, annual program budgets and quarterly financial forecasts, and monitor expenditures

  • Ensuring strict donor compliance, implementation and management of the program.

  • Ensuring issues that arise are addressed in a prompt manner.

  • Working in close cooperation with the M&E Unit, assess progress towards intended outputs/ outcomes, identify and address potential risks and delays.

Consortium and sub-grantees management

  • Work directly with European Commission and act as a key liaison to implementing partners and other stakeholders

  • Leading the consortium and ensure each partner meets deliverables they are responsible and accountable for

  • Ensure regular meetings of consortium program and technical leads meet as well as the consortium steering committee meets quarterly or as needed

  • Ensure that the Consortium members are familiar with donor policies, procedures, guidelines, and reporting formats as they pertain to the program

  • Convene and lead program steering committee comprised of the leadership of World Vision to govern the program, provide strategic guidance and budgetary and programmatic oversight.

  • Providing strategic leadership and supervision of sub-grantees and contractors

  • Managing sub-grantees performance and program deliverable in their areas of operation.

Financial Management

  • Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures

  • Manage program budget within approved spending levels and ensure accurate and timely financial reports to donors.

  • Develop and apply risk mitigation strategies to monitor and adapt to contextual and other operational, financial and technical risks

  • Ensure the timely and appropriate negotiation of programmatic and financial revisions and adaptations, involving key stakeholders.

External Engagement and Relationship management

  • Develop and build linkages with other (external) organizations and other WV offices that contribute towards the effective delivery of program goals

  • Provide annual Business Plan and monthly reports to the donor and other key stakeholders

  • Build the recognition and reputation of the grant among stakeholders including government, peer organizations, and donors and develop the capacity to effectively communicate of World Vision Zimbabwes value proposition as a partner

  • Regular engagement with EU (fund manager), including reporting issues that need to be reported as per expectations.

  • Engaging regularly with consortium member leads and regular updates with the WVZ Country Director

Human Resources Management and Capacity Building

  • Develop and maintain an adequate human resource plan for the program in consistent with WV policies, donor requirements and local laws.

  • Supervision of field operations, administration, logistics and procurement.

  • Ensure and invest in proper technical capacity of the program staff to manage complex projects.

  • Motivate staff to work as teams and focus on strategic priorities in delivering results and maintain high level of productivity and standard of professionalism.

  • Support the training and capacity development of project staff and partners in the Consortium.

Learning and Innovation

  • Ensure key learnings and success points from the program are documented and shared internally and externally as relevant

  • Support WVZ in innovative operations research and programming interventions.

  • Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation.

  • Promote the replication of documented best practices among the Program offices.

  • Disseminate and promote the utilization of key research and case studies.

  • Support the documentation of lessons learnt and good practices and share them with the broader organization.

QUALIFICATIONS

Required Qualifications

  • A degree or higher in Agriculture, Agro-Business, Development Management, Economics, or another related field. Masters Degree in a relevant discipline is an added advantage

  • Minimum of 8 years’ experience in designing and implementing projects to build the livelihoods and resilience of small to medium farmers, particularly through involvement in livestock value chains.

  • At least 5 years of successful work as a Project Team Leader or in a management position of similar responsibility, within large donor-funded technical assistance teams for projects of similar magnitude and complexity in developing countries. Work experience in Zimbabwe or similar context is an added advantage.

  • Demonstrated experience in creating value chains for competitive products, such as beef, leather, and dairy products.

  • Demonstrated expertise in capacity building of the livestock chain actors.

  • Excellent interpersonal skills and demonstrated ability to hold staff accountable for doing their jobs.

Additional Specifications

  • Ability to interact regularly and professionally with senior host-government, private-sector and farmer unions/ association counterparts on policy and strategic and operational planning issues.

  • Professional fluency in English in speaking, reading, and writing.

  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines

  • Excellent verbal presentation and writing skills.

  • Strong digital/ IT competencies required.
