Monitoring & Reporting Officer ( EU Housing Project)

Location: To be based in Batticaloa

Job Profile

The Monitoring and Reporting Officer EU housing Project will be responsible for maintaining Monitoring, Evaluation and Reporting standards of all activities under the flanking measure component of the EU funded housing program (Homes not Houses: Building sustainable future together) according to the terms and conditions of the grant agreement signed under this project. World Vision Lanka is one of the co- applicants of this project and will work in close collaboration with and report to the Habitat for Humanity International, Slovakia and Habitat for Humanity in Sri Lanka.

Under the direct supervision of Project Manager and the technical supervision of MEAL Manager Grant Acquisition & Management (GAM) the Monitoring & Reporting Officer will be based on project office to ensure the quality of the area development program through effective MEAL system implementation including monitoring, accountability initiatives, support baseline and evaluations, compile lessons learnt collaboratively with field staff and other partners of the program. The Monitoring & Reporting Officer is responsible for collecting project and program data from the field according to the set M&E plans and processing the data collected into usable formats for analysis. The Monitoring & Reporting Officer will also facilitate implementation of the Accountability Framework, ensure that lessons learned are communicated to stakeholders, and assist with cross-sectoral coordination.

Major Responsibilities

  • Responsible for Sample selection, data collection, data entry, data analysis, data validation, reporting etc. as per the baseline and evaluation Plan at project level.

  • Ensure reliability and accuracy of project level data (Qualitative and quantitative) by establishing a data quality assurance plan and incorporating feedback from data quality assessment.

  • Develop project level monitoring process and continued support project team, partners and stakeholders.

  • Develop appropriate field based monitoring plan (including process monitoring system) with the support of each technical lead and technical DME.

  • Regular analysis of monitoring data carried out and relevant data shared appropriately

  • Strengthen QA mechanisms & evidence based system for the decision making within project

  • Develop Manual for Beneficiary Criteria for Housing Beneficiaries.

  • Prepare effective tools to monitor the progress of the project.

  • Increasing MEAL capacity of staff to ensure programme quality

  • Timely design & completion of assessment report and ToR as required

  • Ensure inclusion of all the technical assessments into the assessment report

  • Facilitate Reflection & Learning process for project level for continuous improvement

  • Facilitate a learning culture within the team to promote organizational learning

  • Share and reflect on the progress of the program to the program partners.

  • Keeping & storing data for projects for update to the National Office Knowledge Management requisites

  • Accurate & submission of relevant donor reports & other relevant information to management

Required key qualifications, experience & competencies

  • Degree in Social Sciences/Development Management/International Development or relevant field

  • Minimum of 3 years experience in Community Development experience with M&E experience

  • Excellent Computer skills in MS office, SPSS, Epi info ,NViVO and other statistical packages

  • Understand poverty issues, development theories and holistic development

  • Training and Facilitation skills

  • Good analytical skills coupled with excellent report wring skills in English

  • Good time management and organisational skills

  • Competent in the use of Microsoft Office computer program

  • At least 02 years experience in: participatory assessments and monitoring, logical approach, data processing/ analysis and result based management

  • Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities

Information Management Systems Officer

PURPOSE OF POSITION

General Job description:

Reporting to WV Syria FAST MEAL Director the Information Management (IM) Officer provides methodological and technical support to the FAST project, programme and partner M&E teams as well as partner organizations, ensuring that information is correctly managed in the programmes and projects he/she deals with, in this case, the reference is to FAST – OFDA grant.

The IM Officer develops and steers data management systems, designing digital tools and ensuring they are correctly integrated into a coherent system architecture.

He/she helps operations teams collect, manage, check, update and analyse data.

He/she helps develop a dynamic approach to IM inside and outside World Vision Syria.

MAJOR RESPONSIBILITIES

Major Activities

Establish response information management system to meet FAST Grant needs

  • Assess programmatic information needs of internal and external stakeholders

  • Design and maintain information management system with Information and Communication Technology

  • Contextualize protocols for internal information sharing with relevant functions. Agree on common information sharing protocols with external stakeholders and RM

  • Ensures the efficient and optimal management of the delegation’s information and data flows through an appropriate, coherent and high-performance management system.

  • Plans IM activities and oversees their implementation; manages and supervises related resources.

  • Coordinates activities in accordance with practices and rules applicable to other actors involved in information management (state structures, humanitarian coordination, etc.).

Compile and analyse relevant information to inform response design, programme management, operational improvement and promote learning

  • Compile and synthesize data and information from internal (assessment, monitoring community feedback, context assessment) and external (UNOCHA, Clusters, etc) sources

  • Conduct regular analysis of information and make recommendations to inform ongoing programme improvement, promote learning and support requirements

  • Support the application of mapping and compiling of programme information for sharing as required with internal and external stakeholders

  • Helps build the skills of teams and partners in the IM field.

  • Ensures IM tools and procedures are capitalized on.

  • Helps develop a dynamic approach to IM inside and outside World Vision (by creating connections between World Vision projects and delegations and as part of regional partnerships, networks, centres of expertise, working groups, etc.).

Share programme information with internal and external stakeholders on a regular basis to meet their information requirements

Lead the preparation and sharing of reports to relevant stakeholders in coordination with communications

Lead the preparation and sharing of programme progress report to management based on analysis of collected information/data

Coordinate information sharing with Programmes, Operations and Liaison to ensure external reporting requirements (i.e. Clusters, govt. and other local stakeholders) are met

Coordinate with Communications to ensure response information is regularly updated

Management of data and tools

Takes responsibility for centralizing and organising programme data collected in the field through partners, and in particular:

  • Analysing the IM needs of project partners, programme, M&E and IM teams, and defining and selecting appropriate IM tools and software

  • Ensuring that the information collection and management systems used by partners and project, programme and M&E teams are integrated and consistent

  • Designing digital tools for entering, compiling and analysing data using appropriate software and platforms, and configuring data processing software as required

  • Designing, writing and sharing IM procedures, ensuring that these documents are adapted to users

  • Designs and establishes the master beneficiary database, and is primarily responsible for the security, updating and processing of data.

  • Designs survey forms on mobile terminals and manages related platforms.

  • When requested to do so by programme or M&E teams, produces maps to explain the context or monitoring of activities, support decision-making, illustrate reports, etc.

  • Manages any existing professional tools (for example, Health Case Management, distribution tools, including EWARN, etc.).

  • Coordinates data entry and updates to tables, databases and software (with any IM operators, M&E staff, and project/programme team members involved in entering data).

  • Enters programme data as requested by the Q&A coordinator.

  • Launches specific data cleaning and analysis operations as requested by Q&A Coordinator.

  • Manages the security and archiving of all programmatic data generated by the projects, M&E, programs and the other technical units. Ensures compliance to the data protection policy and that confidential data is protected in accordance with established rules.

Led by M&E specialist, and in collaboration with the M&E Director, project and programme teams:

  • Helps design plans for analysing the tools and surveys mentioned above.

  • Helps process and pre-analyse data.

  • Provides training to field teams so they can use the tools developed and advises programme and M&E teams on data processing and analysis activities.

  • Reports any data quality issues to Q&A Coordinator, M&E manager and the Programme Coordinator.

  • Informs the Project Manager and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.

Reporting

  • Provides the reports required by Q&A Coordinator.

  • Ensures reporting to activity info, CPIMS, JORIS, WV Syria MMR, One Syria regional reporting, etc. is done accurately and on-time

  • Updates the central project management database based on the project PMPs.

  • Updates and keeps the master beneficiary database alive.

Security and child safety

  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.

  • Ensures ethical principles related to M&E and IM are respected, especially those concerning gender equality, fairness and “do no harm”. In alignment with World Vision data protection SoP, protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of all programmatic data.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

  • Minimum bachelor’s degree in IT, management or Sociology, Social Science or other allied educational background.

  • Extensive experience with the following software tools (depending on the delegation): Excel (including pivot tables) SPSS, Sphinx, EpiData, Access, QGIS, ArcGIS, Google Fusion, ODK/KoBo tool box, Ona, Primero, RedRose, LMMS, among others. If the applicant lacks this experience, he/she must have worked with similar software and be able to quickly master new tools.

  • Command of IT and file management tools in general

  • Experience in designing and managing tools for entering, compiling and pre-analysing data, and an understanding of database issues

  • Experience with quantitative collection methods, as well as data collection and processing in the field.

  • Effective in written and verbal communication in English

  • Planning with the Technical Advisors and other relevant parties on the inclusion of cross cutting themes, F & D project models, Sponsorship minimum standards, DRR and other project models in the Technical projects according to the zonal contexts and requirements

  • Planning the TP outcome level projection targets to achieve through the Technical Projects

  • Discuss and plan the zonal/ AP resource gaps to address the Technical project outcome targets and needs

    Required qualifications, experience & competencies

  • Bachelor’s degree in Agriculture/ Economic/Business management or Post Graduate studies in relevant Agriculture/ Economic/ Business Management subjects with minimum two (2) years’ experience in economic development sector OR any natural science/ social science degree / Diploma from a recognized university which include any Livelihood or Economic development elements.

  • Minimum 5 years’ experience on development field with at least 3 years’ experience working directly in Livelihood development OR at least 2 years’ experience in development sector or academic institution relevant to Agriculture/ Economic development field

  • Good knowledge on national and provincial EAD related Policies and Thorough understanding of Agriculture and Livelihood sector in the country; statistics, national and provincial policies, trends, stakeholders etc

  • Knowledge & expertise in Project management, training & research skills will add value

  • Excellent interpersonal, representational and networking skills

  • Effective in written and oral communication; able to speak and write fluently in English & Sinhala and/or Tamil. Trilingual preferred.

  • Plan and support addressing children in emergencies related to the sector.

  • Support to disaster preparedness and emergency response.

    Required qualifications, experience & competencies

  • Bachelor’s degree in Agriculture/ Economic/Business management or Post Graduate studies in relevant Agriculture/ Economic/ Business Management subjects with minimum two (2) years’ experience in economic development sector OR any natural science/ social science degree / Diploma from a recognized university which include any Livelihood or Economic development elements.

  • Minimum 5 years’ experience on development field with at least 3 years’ experience working directly in Livelihood development OR at least 2 years’ experience in development sector or academic institution relevant to Agriculture/ Economic development field

  • Good knowledge on national and provincial EAD related Policies and Thorough understanding of Agriculture and Livelihood sector in the country; statistics, national and provincial policies, trends, stakeholders etc

  • Knowledge & expertise in Project management, training & research skills will add value

  • Excellent interpersonal, representational and networking skills

  • Effective in written and oral communication; able to speak and write fluently in English & Sinhala and/or Tamil. Trilingual preferred.

  • Computer literate in MS Word, MS Excel, Power point, email and internet

  • Experience working in Community Development in a multi-ethnic context in both rural & urban sectors will be preferred

  • Willing & able to travel up to 60% of time (domestic or international)

Senior Advisor, Quality and Innovation - Livelihoods

PURPOSE OF POSITION:

Provides strategic leadership that influences the quality and impact of sector programming globally. This will entail the leadership and quality control of key evidence based intervention packages, project models and impact measures in alignment with the Partnership Strategy and ensures integration of WV’s distinctive. Champions cross-sector collaboration around scalable innovative solutions. In collaboration with other ministry leaders, oversees the development of sector guidance (including global minimum standards, project models, capacity building strategies and curricula, and M&E tools) for World Vision’s sector work in development, fragile states, and HEA contexts.

KEY RESPONSIBILITIES:

Set Strategic Priorities:

  • Within the context of the Partnership strategy, responsible for helping us answer “what sector approaches drive impact”, “what learning can we apply” and ‘what new innovations should we adopt’.

  • Champion cross-sector collaboration around scalable innovative solutions.

  • Develop sector guidance ((including global minimum standards, project models, capacity building strategies and curricula, and M&E tools).

  • Ensure sector guidance is complete, current and practical for field purposes. Ensure that the guidance is actionable without being prescriptive. Ensures it reflects WV’s distinctive of child focused, Christ centered and community empowering.

  • Oversees the quality of sector programming, in alignment with global sectoral approach and prioritized project models.

  • Ensures sector learning and innovation are communicated.

  • With input from GFO, provides feedback on the quality of sector programming, in alignment with global sectoral approach and prioritized project models.

Build Capacities:

  • With TSO, build organizational agility and culture that supports quality and innovation in sector programming.

  • Provides thought leadership in order to find evidence based and high impact solutions to sector challenges.

  • With D/KM and CoP, apply sector learning to ensure improvement of sector guidance.

  • Collaborating with other sector innovation leads, design and manage processes to identify, vet and pilot innovative approaches in the sector both from within WV and outside that can maximize WV’s contribution to CWB in alignment with strategic priorities.

  • Defines the sector research portfolio and documentation/publication agenda and works with Evidence and Learning Partnership Leader on implementation of this agenda.

  • Enable Sector Grant Specialists to leverage innovations happening in WV in donor communications and grant proposals.

Ensure Accountability:

  • With GFO, assesses quality and coverage of WV sector programming within development, disaster and conflict contexts, to support increased quality in sponsorship, grant, and privately funded projects.

Promote WV Way:

  • Champion cross-sector collaboration for integration of sector with other sectors and themes, working closely with other teams and colleagues to integrate our ministry distinctive including faith and development and advocacy and develop global ministry standards.

  • Identifies, explores and acts on improvement opportunities.

External Engagement:

  • Keep abreast of latest developments and innovations in the broader sector that is relevant to WV and share them internally.

  • Benchmark with peers and other relevant organisations to learn best practice and ensure we are cutting edge.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Master’s degree in a relevant academic field.

  • In-depth knowledge of sector programming including evidence based sector programming.

  • Minimum of 5 to 7 years experience in sector programming in field location.

  • Experience in overseeing or supporting multi country programmes.

  • Experience in grant funded programmes by bilateral and multilateral donors.

  • Experience in working with faith, faith actors and faith related issues in development.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
