WVV MF Program Manager

WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, World Vision’s (WV) work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY17) with funding from 16 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and Private Non Sponsorship (PNS)/Grants (30%). World Vision International-Vietnam employs about 430 staff, of which 99% are Vietnamese nationals.

As per WV Vietnam strategy, micro finance is managed as one of its programs. In other word it is part of WV Vietnam and not as a separate entity like in other countries.

Micro Finance program’s mission is to foster improvement in the quality of life among the clients in Vietnam by assisting the economically active poor and graduating the moderate and poorest of the poor into entrepreneurial skills. This will be accomplished through a sustainable Micro Finance program that provides access to loans, insurance and savings within APs. All aspects of the services that MF program delivers are built to lead the development of appropriate models, capacities and systems for Micro enterprise development in Vietnam, resulting in sustainable economic development as part of WVI transformational development ministry throughout AP communities.

MF Program is structured in two management levels: central office in Hanoi and branch office at provincial and/ or regional level. All direct transactions with clients including clients screening, loan processing and loan collection are carried out at communities’ level through a network of local staff. Micro finance program has employed around 60 staff who are Vietnamese national.

PURPOSE OF POSITION:

To provide primary leadership to Micro Finance Program toward the achievement of its vision, mission, strategy, annual goals and objectives;

To be responsible for micro finance program management, financial planning and monitoring, and human resource management and relations with the board, other development organizations, and the business community.

ROLE DIMENSION / DESCRIPTION

1.Strategic direction

  • Develop, implement and monitor short and long term realistic business plans in compliance with Governments law/regulations and World Vision/ VFI strategic direction.

  • Design and establish the standardized policies, procedures and systems to ensure smooth operation, high level of accountability and long term sustainability.

  • Design new interventions and modifications of the MF program as appropriate.

  • Promote and enhance the integration of microfinance program with APs and other sector in accordance with WVV’s/ VFI strategy

  • Provide assistance to the development of governance structure, including board systems, policies and procedures necessary for effective oversight of MF program.

  • Ensure that MF practices are conducted following best practices and in accordance to WV’s Core Values and Christian identity.

  • Represent WVV’s MF program at WV regional and partnership MF Conferences/Workshops and Forums and provide all key stakeholders, and MFI Directors with updated information related to the MF program in Vietnam

  • Ensure that MF program is promoted and that project donors and collaborative partners are both informed and involved in its development.

  • Lead the MF team in the creation, compilation and documentation of lessons learned to be shared among APs and for policy development.

2. Management and Reporting

Manage the implementation of all aspects of program including the administration of budget, human resources and financial operation of the MF program.

  • Lead the team to achieve the targets as defined and agreed in the business plans,

  • Coordinate the budgeting and planning process with the different departments

  • Ensures that annual financial report and budget are prepared for the board on time.

Financial management

  • Ensure that effective and efficient financial management system is installed and maintained;

  • Manage the MFU budget, assuring a high level of compliance and accountability.

Risk management

  • Ensures that all loans are prudently disbursed

  • Ensures that effective internal control and risk management system is established and maintained

Public and stakeholder relationship

  • Ensures that MFU and its mission, programs, products and services are consistently presented in strong, positive image to relevant stakeholders;

  • Develop networks and strategic alliances to positively influence the economic policies;

  • Manages MoU agreement with World Vision as well as partners and ensure the compliance

Compliance with local regulations

  • Ensure that MF practices are in accordance with the laws, policies, structures, systems and requirements of the Vietnam Government and Central Bank.

Reporting

  • Ensure regular monthly, quarterly and annual reports meet the necessary standards and requirement of VFI, donors, Vietnam Government, as well as MFU Advisory Committee.

3. Information Management

  • Explore Local or partnership recommended software to install for MF, in consultation & cooperation with APRO MF technical Director and WVV IT unit.

  • Design an appropriate MF evaluation system to ensure that the program implementation is within WVV/ VFI standards.

4. Human Resource Management and Development

  • Build and strengthen the capacity of MFU SMT by providing necessary training, performance and development management of the staff.

  • Manage MF staff, including recruitment, orientation, evaluation and training.

  • Ensure that all training needs of MF staff are identified and resolved.

5. Proposal and fund raising

  • Design and submit MF proposals for the generation of a diversity of private, bilateral, multilateral funding.

KNOWLEDGE, SKILLS, ABILITIES:

  • Bachelor degree in the field of Micro finance/Economic development or related topic.

  • Knowledge and ability to work with statistical techniques.

  • Knowledge in use of financial software packages and general computer proficiency.

  • Ability to write Grant/proposal design, to implement and evaluate the Grant implementation.

  • Have clear understanding of micro-enterprise development, and particularly micro-credit management concepts, standards, models, financial performance indicators etc.

  • Excellent analytical skills in the areas of credit and finance.

  • A team leader, endowed with strong facilitation, training, coaching and interpersonal skills.

  • Good written and verbal communication skills.

  • Emotionally mature, exhibiting strong moral and ethical values.

  • Demonstrated maturity with cross cultural sensitivity and adaptability.

  • Be willing to travel extensively in Vietnam and abroad.

  • At least 3-5 years relevant experience in the field of MF.

  • Experience in use of financial software packages

  • Experience of micro-enterprise development, and particularly micro-credit management concepts, standards, models, financial performance indicators etc.

  • Experience in a management position.

WVV MF Operations Manager (Temporary)

WORK CONTEXT / BACKGROUND:

As per WV Vietnam strategy, micro finance is managed as one of its programs. In other word it is part of WV Vietnam and not as a separate entity like in other countries.

In FY18, WVV is implementing 37 Area Programmes which operate in 5 zones: North 1 (Dien Bien, Hoa Binh), North 2 (Yen Bai, Tuyen Quang), North 3 (Thanh Hoa, Hung Yen, Hai Phong), Centre (Quang Tri, Quang Nam, Danang,) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s APs focus within one administrative district of a province which is usually populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

PURPOSE OF POSITION:

To provide effective leadership and management of the micro-finance program for its efficient operation and long-term sustainability at both branch & head office levels.

ROLE DIMENSION/DESCRIPTION

1. Organizing and Implementation (40%)

  • Viable MF Program overall business plan is developed in careful consultation among the team, ensuring the alignment with WVV’s strategy as well as VFI’s.

  • The MF Program strategy, three year business plans, and the annual operating plans are implemented in accordance with World Vision’s Core Values, Mission Statement and relevant WV/ VFI policies and protocols.

  • Appropriate, effective and efficient monitoring tools and systems for the MF Program operations are established.

  • Operations manual and procedures concerning lending methodologies, financial services, internal control system and other relevant documents are developed, revised and updated according to the standardized system of VFI.

  • Products are revised and or newly developed based on market surveys and client regular feedbacks.

  • The integration of MF Program operation with WVV ADP/projects and external organizations is promoted.

  • Proposal for funding is developed whenever appropriate

2. Monitor, follow-up and reporting (40%)

  • The MF Program plan and targets are achieved, variances (if any) are properly identified and explained, and correction actions are taken.

  • All operation policies and procedures are applied consistently, uniformly and in compliance across all branches.

  • Rapid scaling up with quality operational performance consistent with VFI standards for MF Program, local government/Central Bank performance benchmarks and Micro finance best practices in general is ensured.

  • Branch operation reports as well as MF Program’s operational and narrative reports are prepared, submitted and distributed to MF Program Advisory Board, Regional & Support Offices, Donors, and Government authorities in a timely manner.

  • Audit findings and recommendations on operation are followed up.

  • Required information relating to MF Program’s competitors and clients’ feedbacks/concerns are collected/updated and analysed on a regular basis (at least every six months) to come up to recommendations for improvement.

  • Ensure that effective internal control and risk management system is established and improved upon.

  • Loan tracking system is developed in cooperation with IT team; the system implementation is closely followed up and monitored.

3. Capacity Building (15%)

  • Annual leaning needs of all Branch Managers and operation staff are identified and built up by different methods so that their capacity is strengthened.

  • Annual training plan is developed to improve competences among operation team.

  • Training Curriculum, Training Materials, Valuable Contribution (in a role of key trainer) are made to operation trainings.

  • Performance appraisal for operation staff is properly done.

  • The job Description, Core Competency of relevant staff are developed and revised when needed.

  • Staff (MFU and ADP) understanding of the relationship between VisionFund and World Vision is ensured.

  • Leadership, management and day-to-day behaviour and attitudes, which exemplify WVV / MF Program’s Mission, Core Values, Christian identity, the organizational culture and encourage others to follow, are demonstrated.

4. Networking (5%)

  • Effective relationships with concerned WVV staff, VFI, ADP managers, clients, other local MFIs, organizations, government institutions, donors, and the general public are built and maintained.

REQUIREMENT:

  • A Bachelor Degree in economics, accounting, business administration or any other social science field..

  • Determined personality with initiative, perseverance and the ability to motivate and manage a team.

  • Demonstrated high level of ethical commitment and trustworthiness.

  • Dynamic personality to be able to work and maintain good relations with different types of people and team spirit.

  • Capability and willingness to take responsibility and highly developed sense of rectitude.

  • Be a good trainer, facilitator, mentor, and coach.

  • Very good communication and marketing skills.

  • Good analytical and problem solving skills.

  • Fluency in English, both written and spoken.

  • Must be willing to travel to provinces frequently and ability to work under pressure

  • Al least 5 years experience at a senior managerial level.

  • Experience in MF management.
